Spectrum Monitoring and Analysis Section Role >Management and maintenance of the ACMA’s spectrum monitoring network and provision of spectrum monitoring and analysis services >Development of strategies to maximise the benefit of spectrum monitoring for spectrum management >Coordination and management of the ACMA’s resources at significant events >Management of the HF Direction Finding (HFDF) and monitoring system implementation project >Management of the ACMA’s National Association of Testing Authorities Australia (NATA) accredited Radiocommunications Compliance Laboratory >Evidence based advice to the government on digital television reception issues and responses to local members on issues in affected areas >Investigation and provision of technical advice on the nature and scope of television reception issues, including field investigation on an exceptional basis for community wide reception problems

22 fixed monitoring sites Transportable monitoring Mobile monitoring ACMA spectrum monitoring network

New ACMA HFDF System >The ACMA has signed an agreement with the Department of Defence that allows the ACMA to use four HF receiver sites that are part of the Defence HF Communications System (DHFCS). >The new system will to help to investigate and reduce interference to Australian users of the HF band, including international broadcasters, Australians in remote areas, ships at sea and aircraft in flight. >The new system is expected to become operational in early 2017.

Traditional Role of Spectrum Monitoring  Interference resolution  Spectrum occupancy  License compliance  Illegal transmitters  Input to ITU  Reception quality (radio and TV)

Potential Emerging Role of Spectrum Monitoring >Monitoring input to development of:  technical planning assumptions  spectrum frameworks  impact of possible change in band use  cost of interference  specific spectrum access arrangements  planning for implementation subject to specific policy objectives

Functional Challenges for Monitoring >Monitoring function within the modern regulatory framework:  Role of regulators/spectrum planners  Role of incumbents/industry/users >Value add - from concept to implementation >Purpose to drive the capability development

Providing Technical Capabilities to Support Monitoring >Fixed vs transportable/mobile monitoring >Proactive vs reactive monitoring >Monitoring network connectivity >New technologies

Support for ACMA Projects >AUSTRANS 2016 - GPS Jammer use in the heavy vehicle industry >Unlicensed use of low power radios in the 400MHz band >Harmonised Government Spectrum Monitoring 400MHz >Radiocommunications Transmitter Licensing PCA >Use of non compliant equipment in the 902-915MHz band

Significant Events >Radiocommunications frequency coordination, licensing and interference management services; >Significant event declaration; >G20 in Brisbane 2014; >Australian Motorcycle Grand Prix, Phillip Island >Australian Formula One Grand Prix, Melbourne >Currently the ACMA is working with the games organisers in preparation for the 2018 Commonwealth Games.

Radiocommunications Compliance Laboratory (RCL) >Compliance testing of radiocommunications devices >Evidentiary certificates and equipment testing for compliance investigations >The laboratory is accredited by the National Association of Testing Authorities (NATA)

Recent Impacts to TV Reception Landscape >Retune completed end 2014 >Cleared digital dividend >Changes to TV channel reuse >4G Mobile broadband operates in the 700MHz band >Commencement of MPEG-4 Services >New affiliate arrangements for WIN and Southern Cross >Plus general TV reception issues… >Antennas in poor condition or not appropriate >Atmospheric ducting

ACMA’s TV Reception Work >TV Reception Web Portal (www.acma.gov.au/tvreception)www.acma.gov.au/tvreception >Support for MySwitch (myswitch.digitalready.gov.au)myswitch.digitalready.gov.au >Blogging away: >Signal Overload – 4G 700MHz mobile broadband causing MHA overload >MPEG-4 >Nine and Ten on the move in most regional areas >Location Specific Blogs >East Gippsland >Anglesea >Investigation of wide-area TV reception problems >field investigation for community with reception difficulties >Responding to DoCA, Minister and MPs enquiries
