1 5th Sector Network meeting Health and Social Protection Africa, MENA and LAC Results of Working Groups on Gender Based Violence WG3: Health Care as part of integrated GBV services. The potential need of a regional network I. Approaches/Projects and their key elements: Example Kenya: A charitable trust in a private for-profit hospital funded through international donors funds and contributions from the private business sector in Kenya – started by a private doctor in 2001 with the vision for providing free medical services for victims of GBV. Now also incl. prevention of HIV infection, counseling services, providing evidence in court, using data in advocacy in policy work. The Post Election Violence of 2008 created a special momentum with the number of victims and an national and interracial response Cooperation with the police department to negotiate and offering practical solutions GTZ channeled its funds through a national private insurance company and paid 50% of the costs whereby the insurance company donates the other 50%. Thus also having an interest in quality, efficiency and effectiveness of services.

The potential need of a regional network I.Approaches/Projects and their key elements: Example Ruanda: Driven by the government through a decentralized structure of the MoLG – community policing community. Based on international agreements MoH free health services for victims MoI – National Police Gender desk with representations at sector (provincial) level, National Police Hotline (3512). Law No 35/2008 on the prevention and punishment of GBV. Isange Center – specialised center in a government hospital. Comprehensive and timely free services – medical, medico-legal, legal and social and psycho-social care and support. One specialized government center for the whole country functioning as a referral center for the health system. Structured training program to train health cadres at all levels about available services. Plan to open two more centers.

The potential need of a regional network I.Approaches/Projects and their key elements: Regional approach and the possible role of the SN Africa, MENA & LAC working group. Sub-Group on GBV in the Great Lakes Region of the SN WG GBV:  Needs assessment done  Clustering of topics done  Knowledge sharing platform for best practices. Initiating publications and international debate.  Supporting interdisciplinary thinking and work e.g. social and economic re- integration of victims and families.

The potential need of regional network II.Key elements of the Health Sector Response to GBV: Role of the private health care sector. Independent of political interference. Not driven by political interests but by quality, access, values and efficiency to make a profit with available resources. Telling the right story at the right time at the right place. Policy work (Kenya)
