EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/20061 Achievements in Decision Support Systems Acquis en Outils d’Aide à la Décision

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/20062 WP06: Decision support tools unit The work in WP06 first focused on the basic functions that Forest Fire Decision Support Systems (FFDSS) are expected (or desirable) to perform as determined by experience, practice and previous user surveys. At a second stage, the effort of WP06 shifted towards the technology field per se (e.g. technological platforms), as related to FFDSS. This is a fast changing field so this study was delayed until the later part of EUFIRELAB.

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/20063 The main categories of FFDSS The main categories of FFDSS and fire management tools identified correspond to the following functions of forest fire management: -Presuppression planning -Fire danger assessment -Fire detection -Fire behavior prediction -Operational fire suppression (incl. dispatching) -Fire effects assessment and mitigation

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/20064 Existing FFDSS In order to develop the specifications many existing FFDSS were identified and were studied in regard to their characteristics and functionalities. Some examples of such systems follow.

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/20065 F.M.I.S - AN INTEGRATED SOFTWARE SYSTEM FOR THE MANAGEMENT OF FOREST FIRES FMIS is an integrated and autonomous information system developed by ALGOSYSTEMS S.A. (Gr) for supporting the process of making decisions during the management of forest fires. It can be used for decision support in –Fire prevention –Presuppression planning and –Fire suppression

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/20066 Multiple layers and multiple windows in the FMIS interface

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/20067 Simulated fire propagation using FMIS simulator

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/20068 The PROMETHEUS Information system The objectives of PROMETHEUS is to Integrate civil security with environmental management aspects incorporating fire presence in the forest management plan and providing Support of decision making in: –Prevention planning –Pre-suppression planning –Mitigation of fire impact Compared to other systems, emphasis is given to the mitigation of fire effects

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/20069 The PROMETHEUS Information system

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/200610 The FIRETACTIC system FireTactic  was developed by Intergraph Public Safety France in close co-operation with the French Fire Brigades in order to support the Civil Protection Services to optimise forest fire fighting operations. This is done through a simple and efficient forest fire propagation modelling tool that help managers to make quick and documented decisions concerning the fire fighting plans.

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/200611 The FIRETACTIC system

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/200612 The FOMFIS system FOMFIS is an acronym (FOrest Fire Management and FIre Prevention System) of an EU funded project that aimed at the definition, design and implementa-tion of a computer based system giving support to the planning process of the activities and resources distribution for fire prevention operations. FOMFIS is not deterministic. It simulates many times, stochastically, multiple fires and produces average values, summarising the cost of firefighting and the damages for the scenario that the user has specified for the simulation.

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/200613 The FOMFIS user interface (Spanish)

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/200614 Meteorological conditions, Smoke properties and Terrain data are taken into account GRVC-USE –(Robotics,Vision and Control Group – University of Sevilla, Spain) Fire danger assesment Fire Danger assesment Decision support for Initial Attack - General Scheme Initial attack decision support from detection information.

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/200618 FFDSS specifications Based on the study of the identified systems, the following characteristics have been identified for the FFDSSs in each of the categories: –Usual functions that the FFDSS is expected to perform –Performance requirements –Some typical input requirements –Typical outputs –Evaluation criteria and considerations These are included in the final report of WP06: “Decision support systems and tools: specifications and test-beds”

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/200619 “Test beds” for testing FFDSS The meaning of “test beds” has been defined as data sets on which existing or future DSS and tools can be tested. A list is being under development including information on available data sets which can be used to test (wholly or partly) a DSS in one of the main FFDSS categories. A “metadata form” has been developed for this purpose. These data sets may have already been used for testing existing DSS systems, in which case they are even more interesting. Contributions are still collected. Everyone is welcome to contribute using the form.

EUFIRELAB, Symposium conclusif, Conclusive symposium, Avignon, 20/10/200620 Examples of data sets 1.Data sets of weather & fuel conditions over large areas, in relation to fire activity observed. 2.Documentation of the behavior of small and large fires 3.Fully documented Wildland-Urban Interface fires including damages. 4.Examples & data on dispatching and firefighting (fire area, fuels, fire behavior, fuel and weather conditions, dispatched forces, burned area size and shape, firefighting history). 5.Description of pre-fire vegetation conditions, (fauna, soils,…) and fire effects in various ecosystems.
