5 HIGH DETENTION – HIGHER DEPORTATION Lack of official data 2009: 16,590 people detained, 53,8% deported 2011: 11,456 people detained, 59,6 % deported Average of 1.000 people enter detention centers each month in Spain, only 500 of them are finally deported. Higher numbers of deportation without detention – 2009: 20, 804 people deported, only 8,935 from detention centers – 2011: 18,422 people deported, only 6,825 (1/3) from detention centers Limbo for those that leave detention

6 Criminalization of people in detention centers Repatriations 2011:18,422 a) Expulsiones: 11,358 Qualified: 9,114 (80%) Nonqualified: 2,244 b) Devoluciones: 7,064 Declarations of Home Secretary: “80% of population in CIE have committed criminal offences. Therefore, detention centers are ver complex to manage” Is that so? What is a qualified repatriation? Migrants or criminals?

7 FINANCIAL COSTS OF DETENTION & DEPORTATION Lack of official data Estimates of 42 million euros in 2011: a)Cost of dentention centers (food, cleaning, maintenance, services and medial service): 8,340,000 euros. It does not include the salaries of police officers in CIE (346 police officers) b)Repatriations: average of 1,800 euros per person deported x 18,422 deportations: 33,300,000 euros Plus salaries of policemen in the detention centers, in the streets + border controls (Frontex, Europol)
