2 All rights reserved © 2005, Alcatel Migration to Next Generation Networks / March 8, 2005 Page 2 What is a Next Generation Network ?  A technical definition (from ITU-T SG 13)  A packet-based network able to provide telecommunication services and able to make use of multiple broadband, QoS-enabled transport technologies and in which service-related functions are independent from underlying transport-related technologies. It offers unrestricted access by users to different service providers. It supports generalized mobility which will allow consistent and ubiquitous provision of services to users.  Key Technical Drivers Continuous migration of network’s core transport to universal packet- based (IP) Generalization of Broadband access to networks  But…technical considerations alone are not enough !

Lack of access to the network makes an insufficient case for investment in core infrastructure hence keeping access costs high ! Example of mobile boom in Africa « somehow » broke this circle but…  Africa will at best reach a mobile penetration rate of 20% in…2010
