6 National Quality Infrastructure (NQI) NQI also known as technical infrastructure for quality will help businesses become competitive and overcome technical barriers to trade.

7 NQI Consists of facilities and services in the country for standards, technical regulation, metrology, inspection, testing, calibration, certification and accreditation. These facilities and services may be provided by government or by the private sector. 7

9 Standards Bureau of Philippine Standards – Philippine NSB Originally created by RA 4109:1964 Programs/ Activities slant more towards regulating rather than supporting industries become competitive Coordination by NSB is needed with other bodies developing standards such as BAFS and FDA

11 Accreditation Philippine Accreditation Bureau- Philippine NAB Internationally recognized (signatory to regional and international MRAs) Struggling with resources being created only by an EO Other agencies also offer accreditation services in view of their own mandates

18 NQI Law Draft NQI Law is under review by DTI for submission soon to both Houses of Congress. Reforms are necessary in our NQI institutions. Said law aims to address conflicting/duplicative issuances and clarify the roles of the NQI bodies.

19 NQI Law Said Law proposes: A National Standards Body that that will be developing standards for competitiveness of Philippine industries The proposed body will no longer be under the Consumer Protection Group,DTI It will not have any regulatory function

20 NQI Law Said Law proposes: A single accreditation body to be recognized as the National Accreditation Body (NAB) of the country This Body should be independent and not under the Consumer Protection Group, DTI It should be adequately- resourced

22 NQI Law Said Law may propose The inclusion of Metrology in its coverage to establish a full- blown National Metrology Institute (NMI) for the country Although there are ongoing efforts in DOST to amend RA 9236 (Metrology Act of 2003) The proposed amendment seeks to strengthen the Philippines NMI to support industries in its competitiveness effort.

25 Support to NQI PhilMSTQ seeks the support of professional associations for the passage of the upcoming NQI Bill. PhilMSTQ encourages these professionals to use and be conscious of standards, of accurate measurements and accredited conformity assessment ( testing, inspection, calibration, certification etc.)
