2 Outline Overview of Effort Certification The System – How To Award Terms Sponsor Policies

3 Effort Certification Overview Required by the federal government as a condition of receiving federal funds. Ensures proper use of federal research funds. Verifies that appropriate labor expenses were charged to the Federal government. Minimum level of commitment is 1% for each sponsored project Maximum level of commitment is 90% for each sponsored project Total effort must equal 100%

4 Risks of Non-Compliance Impact to the institution: –Susceptible to False Claims Act allegations –Institution may owe direct cost refunds –Sponsor may reduce future funding –Adverse publicity Impact on the individual: –Susceptible to False Claims Act allegations –Possible criminal charges –May lose access to current institutional funding

5 ECRT All Faculty certify their own effort The system is web-based (online) which allows access anywhere internet is accessible. Certifications must be complete within 30 days of Opening Period. The effort certification periods are twice a year: –September – February –March- August

7 New System: Navigation Links & Drop Down Menus The system opens up with a work list. – The work list includes all of the effort certification tasks that require the PI’s attention. Drop down menus: – Across the top of the page is a menu bar. The left most option will return you to the home page containing your work list. – The other options on the menu can be used at the discretion of the PI. Reports, Administration, and Links are there as a resource. To log off of the system, click the right most option.

8 New System: Certification To certify your Effort, click your name which will appear in the work list. This is the main view of the effort card. Within sponsored and non- sponsored projects you may view payroll and type in your effort. –Edit/review payroll and input your effort to ensure accuracy. –Edit information as needed or send to Department Effort Coordinator to make the correction. Once you have verified that the information is correct. –Click on the button for each line –, and then – to certify the information. –The button will close the screen without saving or certifying the information and will return you to the main screen (see slide #9). As a final step, please read the Attestation Statement and select (see slide #10). Your certification is now complete.

11 ECRT System: Certify Supporting Individuals To certify your Supporting Individuals, they will be listed in your work list on the first page. Select each individual to open up their effort card for review. Input their effort for each line. Once you have verified that the information is correct –Click on the button for each line –, and then – to certify the information. –The button will close the screen without saving or certifying the information and will return you to the main screen.
