Visit us online: www.fema.gov/ppd8www.fema.gov/ppd8 Send us an e-mail: PPD8-Engagement@fema.dhs.govPPD8-Engagement@fema.dhs.gov Threat and Hazard Identification and Risk Assessment The whole community is:  Individuals and families  Businesses  Faith-based and community organizations  Nonprofit groups  Schools and academia  All levels of government The THIRA process is applicable to the whole community.  THIRA is a common risk-assessment process that:  Helps whole community members identify and understand likely vulnerabilities. Simply put, you need to understand your risks in order to manage them  Reduces duplication of efforts by building on risk assessment efforts already in place  The THIRA process is covered in Comprehensive Preparedness Guide 201: Threat and Hazard Identification and Risk Assessment, which was released in April 2012.

4 4 THIRA is a Five-Step, Adaptable Process  Identify the threats and hazards of concern: Identify the emergency situations that could happen in your community.  Give the threats and hazards context: Describe how a threat or hazard could happen in your community, and when and where it could happen.  Examine the core capabilities using the threats and hazards: Determine how each threat or hazard could affect the core capabilities designed to accomplish the National Preparedness Goal.  Set capability targets: Using the information defined in the first three steps, set the level of capability a community needs to prevent, protect against, mitigate, respond to, and recover from its risks.  Apply the results: Use the capability targets to decide how to use resources from the whole community. Communities and jurisdictions should look to the whole community as a resource for filling gaps in core capabilities.  Whole community members are encouraged to:  Work together and share their assessment findings  Determine whether they have common core capabilities and capability targets  Pool resources to build and improve the core capabilities needed to address common risks  If the resources do not exist in the whole community to build or improve core capabilities, then jurisdictions could consider grants.

6 6 THIRA is Part of a Larger Effort Visit us online: www.fema.gov/ppd8www.fema.gov/ppd8 Send us an e-mail: PPD8-Engagement@fema.dhs.govPPD8-Engagement@fema.dhs.gov THIRA Overview  The development of a common way to identify and assess risks, which resulted in the THIRA process, is part of Presidential Policy Directive 8 / PPD-8: National Preparedness.  This presidential directive:  Asks multiple federal agencies to work together with the whole community to improve national preparedness  Sets a common National Preparedness Goal, which is: “A secure and resilient nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk.”  Takes a capabilities-based approach  Core capabilities are the essential elements needed to reach the Goal. They also play a key role in the THIRA process.

These targets show whether the community has the core capabilities needed to address the risks, or if they needed to be built or improved.  Ultimately, the THIRA process helps determine the resources necessary to maintain capabilities or close gaps.

9 9 It Informs State Preparedness Reports  To ease the burden of multiple reporting processes for assessing core capabilities, the THIRA and SPR have been restructured.  By the end of 2012, the THIRA results become the first steps of the SPR.  Core capabilities identified as part of a THIRA provide measures for reporting and assessing core capabilities.  Information can be plugged directly into the SPR online tool. 10 10 THIRA Does Not Replace HIRA  The THIRA guide and toolkit complements the existing process for HIRA by covering core capabilities in all five mission areas: Prevention, Protection, Mitigation, Response, and Recovery.  The existing HIRA process remains rooted in the Mitigation mission area, and is the foundation for hazard mitigation planning.  THIRAs should be revisited annually to account for evolving threats and hazards. HIRAs should be revisited every three years for states and every five years for local governments. 11 11 How Does THIRA Affect Resources?  States applying for the Homeland Security Preparedness Grant (HSGP) and Emergency Management Preparedness Grant are required to complete a THIRA and an SPR to be eligible for funds.  For FY 2012 HSGP, States must submit their THIRA by December 31, 2012.  For FY 2013, the role of THIRA is still under development.  THIRAs are not required for Urban Area Security Initiative (UASI) grants, but they may be used at the applicant’s discretion.  Following the completion of State THIRAs, regional THIRAs will be completed. These will be used to help allocate competitively obtained money (i.e., not baseline allocations).
