“ Tools for MoS-Applications ” Assessing modal shift, environmental impact and socio-economic impact Jutta Wolff Institute for Transport Planning and Logistics, Hamburg University of Technology StratMoS Final Conference, September 7 in Brussels

Jutta Wolff Institute for Transport Planning and Logistics, TUHH StratMoS Final Conference, September 7, Brussels Motivation & Objective The objective of this activity in StratMoS was.....to develop a toolkit for MoS applications, so that they can be drawn up more easily, assessed more systematically and lead to better quality MoS projects. To fulfil this objective we created a website which increases transparency of how to fulfil the requirements within the call for proposals and supports potential MoS-applicants in the assessment of modal shift, socio-economic impact and environmental impact.

Jutta Wolff Institute for Transport Planning and Logistics, TUHH StratMoS Final Conference, September 7, Brussels Methodology & Process Clarify the application requirements Analyse findings and conclude recommendations Report Literature review Comparing calculation Toolbox Transfer results to the toolbox Conduct a questionnaire on experiences made with MoS- applications Report

Jutta Wolff Institute for Transport Planning and Logistics, TUHH StratMoS Final Conference, September 7, Brussels Website: Tools for MoS-Applications

Jutta Wolff Institute for Transport Planning and Logistics, TUHH StratMoS Final Conference, September 7, Brussels Assessing Modal Shift: Added value of the toolbox Background: Clear advice from EC to use the Marco Polo calculator for assessing modal shift user-friendly Excel-based application comprehensive user‘s manual available Added Value: Overview and summary on the constituent parts.

Jutta Wolff Institute for Transport Planning and Logistics, TUHH StratMoS Final Conference, September 7, Brussels Background : Strongly recommended by EC to undertake the socioeconomic cost-benefit analysis (CBA) according to the HEATCO methodology. Added-Value: Support to apply the CBA for short sea shipping or sea transport in general Estimation of externality costs Estimation of user benefit (time gains) CBA process presented within the HEATCO study Assessing Socio-Economic Impact : Added value of the toolbox

Jutta Wolff Institute for Transport Planning and Logistics, TUHH StratMoS Final Conference, September 7, Brussels Assessing Environmental Impact: Added value of the toolbox Background: No clear advice which tool to use to assess fuel consumption, CO 2 and air pollutant emissions Added Value: Comparison of the following tools: EcoTransIT, Marco Polo, NtmCalc, ICF, Sutranet Overview on the tools‘ characteristics such as the function, covered transport modes, considered impacts and processes, data input/output, maintenance and updating Decision diagrams for choosing emission calculation tools depending on the required data input and data output Decision diagram for choosing emission calculation tools, exemplary for the EcoTransIT-tool

Jutta Wolff Institute for Transport Planning and Logistics, TUHH StratMoS Final Conference, September 7, Brussels 2. Results can differ significantly depending on the tool used. >Specify, which tool should be used for applications. Evaluating Impacts for Funding Applications total: 338 € total: 381 € 1. Monetarisation does not allow the monitoring of concrete reduction goals. >Quantification of e.g. CO 2 savings is important for specifying contributions to concrete goals.

Thank You!
