Humanitarian arm of European Commission which sits with DG Development / Commissioner is Louis Michel European Consensus on Humanitarian Aid Emergency nature means its exempt from certain EC legislations particularly that of call of proposals (some exeptions) Centralised in Brussels with field technical advisors.
