19  Infant / Primary application round opens on 23 November 2012 for pupils born between 01.09.08 and 31.08.09  All parents / carers must apply to their home Local Authority for a school place, regardless of which schools applying for  Application packs will be sent out on Friday, 23 November 2012 Process and timelines i.includes a letter detailing how to apply ii.and a summary guide covering key points of what to consider iii.full details available in the Going to School in Nottingham 2013/14 booklet available online at www.mynottingham.gov.uk/schooladmissions and reference copies in schools, libraries and children’s centres www.mynottingham.gov.uk/schooladmissions  Closing date for applications is midnight on 15 January 2013  Decisions sent out on 12 April 2013

20 Things to consider when applying  Parents / Carers can make a preference for up to 6 infant/primary schools  LA strongly recommends using all 6 preferences, listed in order of preference  Making only 1 preference does not increase chances of getting a place at the school, wastes opportunity of applying for other schools before all places are offered  Don’t name the same school more than once  Use preferences wisely – we recommend that parents/carers include a school where their child meets the higher criterion (usually their catchment school)  Consider how they will get to school as parents/carers are responsible for getting their child to school  If a child has significant mobility issues – ensure the schools applied for are suitable as it may not be possible to provide full access for disabled pupils  Need to complete a supplementary form for City church schools/academies applied for  Need to provide proof of residence if living in catchment area of Fernwood Infant or Middleton Primary Schools and applying for these schools  If the child is a ‘looked after’ or ‘previously looked after’ child – will need to provide supporting documentation

21 How to apply Quickest and easiest way to apply is online at www.mynottingham.gov.uk/schooladmissions www.mynottingham.gov.uk/schooladmissions  Application pack includes UID number which parents / carers use to register to apply online  Need to activate their online account via their registration email  If they don’t have an email account, will need to set one up. Help and instructions to do this available from www.go-on.co.ukwww.go-on.co.uk  Online application form is simple to use and applicants can make changes right up until the closing date  Instruction video available on our website  Internet access available at most city libraries and children’s centres, and at some schools  Will receive a confirmation email when application is submitted – giving peace of mind that the application has been received

22  Will receive an email on the offer day of 12 April 2013 advising them of decision  Can accept the school place offered online If don’t want to apply online or unable to, can contact the School Admissions Team for a paper application form instead  Decision letter will be posted, so won’t receive this until 15 or 16 April 2013  Won’t be able to accept school offered online Closing date  Closing date for applications is midnight on 15 January 2013 (national closing date)  Applications received after this date won’t be considered until after the offer day of 12 April 2013 – seriously reduces chance of getting preferred school, even if it’s their catchment area

23 What happens next?  After the closing date of 15 January 2013 the Local Authority exchanges data with other Local Authorities regarding applications for schools in their area  Also exchanges data with those admission authorities responsible for making decisions on their schools  All admission authorities apply their oversubscription criteria to determine who can be offered a school place  Two cycles of data exchange takes place before final list of offers drawn up: i. if a place can be offered at only 1 of the schools named on the application, a place will be offered at that school ii.if a place can be offered at more than 1 of the schools named on application, a place will be offered at the school parent/carer ranked highest from those that could be offered  Children will automatically go on the waiting list for City community schools ranked higher than the school offered  There is a right of appeal against all refusals – details included in decision letter

31 Process Single Capital Grant Application process Work and spend will be tightly monitored by Nottingham City Council Written quotes for work Long term business plan considered by setting to ensure does expansion does not displace other children Ensure your expansion suits the nature of your lease, if applicable We may ask for 5 year financial business plan

32 How will capital grant funding be paid? 50% up front and 50% at a later date unless you can create a strong case for 100% up front Submission of invoices with attached receipts Receipts will be scrutinised to ensure they: 1.match grant award terms 2.are not for work carried out prior to award

33 How do you apply? 1.Contact your Nottingham City Council support worker to discuss prior to submission 2.Application form, timelines and FAQ’s on the Early Years Website 3.Use Frances Rowland for support with the form if you need to 4.Answer every applicable question on the form 5.Ensure both sections are signed 6.By email or post

34 Time plan Applications accepted between 12 th November 2012 and 18 th January 2013 Applications assessed between 21 st and 31 st January 2013. Awards made throughout February 2013 Monitoring period – April to August 2013 Deadline for completion/places to be available – September 2013 If your expansion plan is likely to overrun our deadline of September 2013 then you will not be discounted however it may not be through this process.

37 National Context Education Act 2011 – New statutory duty on Local Authorities to secure free early education for 2 year olds from Sept 2013 Need to provide sufficient and appropriate places for all eligible 2 year olds Massive expansion in the number of places available will be required over the next 2 years Funding for 2 year old places through a new Early Years Single Funding Formula for 2 Year Olds from April 2013

38 Aims of the consultation Fact finding exercise to ascertain actual costs relating to the provision of places under the Early Learning Programme for 2 Year Olds Financial and place information will support statistical analysis to determine an average actual hourly rate of providing a 2 year old place locally Hourly rate information will be a critical part of the new Early Years Single Funding Formula
