2 City and County of San Francisco Department of Human Resources City and County of San Francisco Department of Human Resources 2 IFPTE, Local 21 Extended Ranges – Overview Qualifying employees are eligible for placement in an extended salary range in increments of 2.5% (i.e., 2.5%, 5% or 7.5%), not to exceed 7.5% above an employee’s base pay. Intended to provide departments the flexibility to compensate employees in identified classifications to accomplish one or more of the following: address demonstrated recruitment or retention issues; compensate an employee exercising a special skill; compensate for a special project of limited duration; and/or recognize exemplary performance.

However, placement into an extended range salary step is NOT automatic.  DHR may later add classes, but program is limited to those with no in-unit promotive opportunities.

4 City and County of San Francisco Department of Human Resources City and County of San Francisco Department of Human Resources 4 IFPTE, Local 21 Extended Ranges – Limitations and Restrictions The employee may not also receive additional pay under identified MOU provisions, including Exemplary Performance Pay (refer to the Local 21 Compensation Matrix). Solely within the discretion of the Appointing Officer– not subject to the grievance procedure or any other appeals process. Placement in an extended range must be funded through existing departmental budgets.

5 City and County of San Francisco Department of Human Resources City and County of San Francisco Department of Human Resources 5 IFPTE, Local 21 Extended Ranges – Request and Approval Process Process: Complete Extended Ranges Form and email to DHR’s Compensation Unit substantiating that all eligibility criteria are met and no restrictions apply. Clearly articulate an objective, detailed, factual analysis supporting the rationale for the request (i.e., must be to accomplish one or more of the 4 specified purposes) Indicate the proposed placement amount (2.5%, 5% or 7.5%) Temporary or Permanent? Once DHR verifies that all eligibility criteria are met, the request is forwarded to both the Controller’s Office and the Mayor’s Office for certification that adequate funds exist. 6 City and County of San Francisco Department of Human Resources City and County of San Francisco Department of Human Resources 6 IFPTE, Local 21 Exemplary Performance Recognition Pay – Overview Lump sum payment between 1% and 2.5% of base earned during the preceding fiscal year, intended to provide the ability to reward employees for demonstrated exemplary performance. Available for all Local 21 employees, with restrictions: Must be at top step for at least 3 years, and be in a Local 21 class on December 31 st through June 30 th of the preceding fiscal year; Demonstrated exemplary performance in preceding year; and Employee must not be receiving additional compensation under the Extended Ranges program or the CIP Incentive Pay Program (refer to Local 21 Compensation Matrix). Solely within the discretion of the Appointing Officer– not subject to the grievance procedure or any other appeals. Must be paid out of existing departmental funds.

7 City and County of San Francisco Department of Human Resources City and County of San Francisco Department of Human Resources 7 IFPTE, Local 21 Exemplary Performance Recognition Pay- Request and Approval Process Process: (note– not available until 2007) Appointing Officers must select the employee by September 1 st of each fiscal year and submit form to DHR substantiating employee’s exemplary performance. Requires a performance evaluation and/or other written certification signed by the Appointing Officer. Once DHR verifies that all eligibility criteria are met, the request is forwarded to both the Controller’s Office and the Mayor’s Office for certification that adequate funds exist. Approved lump sum payout no later than November 30 th. DHR will issue an instructional memo and form in December, 2006.
