Decline of the Republic The Major Problem: The Senate’s refusal to help the poor of Rome (Senate) (Democracy) Dictatorship (Caesar) 1. Demands of the Poor {Tiberius & Gaius – Leaders of Poor} Senate should limit large estates Redistribute land to the poor Settle landless farmers in provinces Senate deals w/ their demands by murdering them!! Generals now recruiting landless poor – they are loyal to their generals – NOT loyal to Rome
