2 Definition of Homeless THE MCKINNEY-VENTO HOMELESS ASSISTANCE ACT DEFINES “HOMELESS CHILDREN AND YOUTHS” AS “INDIVIDUALS WHO LACK A FIXED, REGULAR, AND ADEQUATE NIGHTTIME RESIDENCE.” DUE TO AN ECONOMIC HARDSHIP OR SIMLAR REASON.

3 BARRIERS TO EDUCATION FOR STUDENTS AND FAMILIES IN TRANSITION Acquiring Enrollment Requirements DOCUMENTATION (School Records, Immunizations, Proof Of Residence and Guardianship) High Mobility Resulting In Lack Of School Stability And Educational Continuity Lack Of Access To Programs Lack Of Transportation Lack Of School Supplies, Clothing Poor Health, Fatigue, Hunger Prejudice And Misunderstanding Lack Of Stable Housing Emotional Crisis / Mental Health Issues Employment -Need To Balance School And Work Credit Accrual Policies, Attendance Policies Concerns About Being Captured By Authorities

4 IDENTIFICATION PROCESS SCHOOL CONTACT IDENTIFY STUDENT/FAMILY VIA SCHOOL ENROLLMENT FORM OR COMMUNITY REFERRALS IMMEDIATELY ENROLL STUDENT COMPLETE ASSESSMENT AND HOMELESS IDENTIFIER UPDATE CONTACT INFORMATION IN ESCHOOL PLUS FAX IDENTIFIER & ASSESSMENT TO HOMELESS LIAISON CONTACT LIAISON FOR QUESTIONS MAINTAIN CONFIDENTIALITY ▫ HOMELESS LIAISON CONTACT PARENT/STUDENT WITHIN 24 HRS OF RECEIVING FAX ACCESS FOR ADDITIONAL SERVICES/NEEDS ENTER INFORMATION IN ESCHOOLPLUS MAKE FORMAL REFERRAL FOR TRANSPORTATION, FREE LUNCH AND OTHER NECESSARY REFERRALS CONDUCT DISPUTE RESOLUTION IF NECESSARY

6 Unaccompanied Youth Youth in homeless situations not in the physical custody of a parent of guardian.

7 BARRIERS FOR UNACCOMPANIED YOUTH FACTS Unaccompanied youth include: youth who have run away from home or youth who have been asked to leave home by a parent or guardian. Absence of parent or guardian due to incarceration, deployment or death Reasons youth leave: Forced to leave Family conflict Difficult home environment Hope to reunify bio family or escape problematic foster care placement Referrals & Resources College Tours Youth Crisis Center Career Navigators Legal Aid Caregiver Authorization Form Hospice Scholarship for UAY Tuition & Fee Wavier UAY 16-18- Can now consent for services such as medical, dental and counseling
