3 Heritage at Risk What do we mean by Heritage at Risk? Some definitions: ‘ Heritage at Risk is English Heritage’s campaign to save listed buildings and important historic sites, places and landmarks from neglect or decay’. ‘ The Heritage at Risk Programme (HAR) was launched in 2008, as a way of understanding the overall state of England's historic sites. In particular, the programme identifies those sites that are most at risk of being lost as a result of neglect, decay or inappropriate development’. All designated heritage assets at risk are included on a Heritage at Risk Register, published annually in October
