2 Business & Industry Loan Guarantees Provides much-needed capital for business growth and development in rural areas through partnerships with local lenders.  Eligible Businesses  For Profit Businesses  Nonprofits and cooperative  Public bodies  Types of Loans  Business and industrial acquisitions  Construction  Expansion and modernization  Purchase of equipment, machinery or supplies  Start up cost and working capital  Refinancing for sound projects under certain conditions

5  Types of Projects  Renewable Energy Systems Systems that produce usable energy from wind, solar, renewable biomass, ocean, geothermal or hydroelectric sources.  Energy Efficiency Improvements Improvements to a facility, building, or process that reduce per unit energy consumption. Lighting or electrical improvements HVAC improvements Insulating buildings or barns Equipment replacements Rural Energy for America Program (REAP)

6  Eligible Applicants  Rural Small Businesses  Agricultural Producers  Funding Options  Grants not to exceed 25% of the total eligible project cost  Guaranteed Loans not to exceed 75% of the total eligible project cost Rural Energy for America Program (REAP)

8 Provides low-interest loans to local intermediaries for relending to rural businesses unable to obtain affordable commercial financing.  Types of Projects  Business and industrial acquisitions  Construction  Expansion and modernization  Purchase of equipment, machinery or supplies  Start up cost and working capital  Refinancing to create new or save existing jobs Intermediary Relending Program (IRP)Rural Microentrepreneur Assistance Program (RMAP)

10 Rural Business Development Grant Grants made to public bodies and non-profit corporations to assist small and emerging businesses or non-profits in their communities to create and support jobs.  Eligibly applicants  Public Bodies  Non-Profit Corporations  Federally Recognized Indian Tribal Groups  Types of Projects Project must finance or facilitate development of small and emerging private and/or non-profit businesses  Acquire or develop real estate owned by the Applicant (i.e., develop a business incubator)

11  Provide critical infrastructure improvements such as water, sewer, street improvements, parking lot owned by Applicant.  Acquire equipment to be leased to an eligible business  Provide TA, professional development, or training to workers necessary for a new or expanding business.  Capitalize and administer a RLF for small businesses.  Identify and analyze business opportunities, conduct feasibility and business plan studies.  Establish business support centers and assist in creation of new rural businesses.  Conduct local community or multi-county economic development planning.  Conduct leadership development training of existing or prospective adult rural entrepreneurs and managers.  Establish centers for training, technology and trade for rural businesses in the utilization of interactive communications technologies to advance international trade and new markets.  Types of Projects cont.

13 Value Added Producer Grant Program Helps agricultural producers enter into value-added activities related to the processing and/or marketing of bio-based value-added products.  Eligibly applicants  Independent Producers  Farmer or Rancher Cooperatives  Agricultural Producer Groups  Producer-based Business Ventures  Eligible Use of Funds  Planning Activities  Working Capital Expenses related to producing and marketing value-added agricultural product

15 Provides financing to Electric Cooperatives or Telecommunications intermediaries to re-lending for rural economic development and job creation projects.  Eligibly applicants  Rural Electrification Act borrowers  Nonprofit Utilities  Current Rural Development Electric and Telecommunication Borrowers Rural Economic Development Loan and Grant (REDLG)

16  Eligible Use of Funds REDLG intermediaries pass the funding to ultimate recipients for eligible projects which include:  Technical assistance in conjunction with projects funded under a zero- interest RED Loan.  Business Incubators  Community development assistance to nonprofits and public bodies  Facilities and equipment for education and training for rural residents to facilitate economic development  Facilities and equipment for medical care to rural residents  Telecommunications/computer networks for distance learning or long distance medical care Rural Economic Development Loan and Grant (REDLG)
