2 CERN next 10 y plan Discussion started in the HL-LHC Coordination Group (tripartite forum : HL-LHC (and LIU) – Experiments – CERN Mgmt) to discuss best plan Nobody will be surprised if : LS2 will shift by 6 months if not 1 y and/or wil take longer (2 experiments are asking 18 months instead of 1 y) In such a case LS3 would shift 1 year starting 2023. 50 ns 25 ns

3 New EU HEP strategy approved by Council, Bruxelles 30-31 may 2013 High-- ‐ priority large-- ‐ scale scientific activities After careful analysis of many possible large-- ‐ scale scientific activities requiring significant resources, sizeable collaborations and sustained commitment, the following four activities have been identified as carrying the highest priority. c) The discovery of the Higgs boson is the start of a major programme of work to measure this particle’s properties with the highest possible precision for testing the validity of the Standard Model and to search for further new physics at the energy frontier. The LHC is in a unique position to pursue this programme. Europe’s top priority should be the exploitation of the full potential of the LHC, including the high-- ‐ luminosity upgrade of the machine and detectors with a view to collecting ten times more data than in the initial design, by around 2030. This upgrade programme will also provide further exciting opportunities for the study of flavour physics and the quark-- ‐ gluon plasma.

4 However nothing is granted… CERN has put the money in the MTP (till 2018) in the budget to be approved on 20 June 2013. The remaining budget has been put in the LTP (internal CERN) till 2023 But this CERN budget counts on about 200 MCHF (CEN account) of external contribution USA and JP are by far the biggest Important but much smaller contributions might come from RF, FR, ES, IT The cost-to-completion of the project is M  840 MCHF (including 2012-13 budget) and P  1000 FTE, unchanged since 2011. For the moment no indexation (will start from 2014, hopefully).

6 Milestones of HL-LHC Approval by CERN Council in the 2013-2020 EU HEP strategy: done! Approval of construction budget by CERN (Study and R&D is already approved): this June 2013 is possible, but not granted! CERN review of the project (RLIUP) in October 2013 (and ECFA workshop of experiments upgrade) Kick off funded project (hopefully) Nov 2013 Daresbury Review parameters after 2015 run at 13 TeV Final TDR approved in 2016 Starting construction in 2017 Installation in 2022-23

7 RLIUP : Review of the LHC and Injector Upgrade Performance Operation of LHC as it is, with normal consolidation Upgrade: Addition of PIC : Performance Improving Consolidation (  1000-1200 fb -1 ) Addition of Upgrade Scenario 1 (  2000 fb -1 ) Addition of Upgrade Scenario 2 (  3000 fb -1 ) The same scheme applies for LIU The scope of this internal review is to justify all single item and review the overall schedule, optimising LSs, etc.). Outside review, but conected: review of the budget.

10 CERN complement to LARP: a. IT Nb3Sn quadrupoles For 4 ITs: Q2a and Q2b cold masses (may be split like the Q1 and Q3 of LARP, may be not) For ALL ITs Cryostats and cryostating Integrations items (support, coooling pipes, …) Powering QPS (external to cold mass) Instrumentation (external to cold masses) The same for the prototype done by USA (We expect USA to provide Q1 and Q3 with spares of each, i.e., 10x2 short cold masses, fully tested in relevant conditions.)

Crab Cavity For the test cryomodule (SPSD) and th 10 cryomodules for thwe lHC installation Supply of the complete RF system power and control system, which includes the drivers+ amplifiers+ couplers + LLRF. The coupler will bridge the vacuum to air interface between the cavity and outside. Cryogenics (proximity and infrastructure), integration items like moving table to move it out of the beam, vacuum valves, other tunnel servicês

12 CERN complement to LARP: c. High bandwidth feedback system Kickers, pick up and all what goes in the vacuum All necessary support for integration We expect one prototype system for SPS

13 Further support to LARP for R&D Magnets Test (namely at 1.9 K full current) Design of QXF Hardware contribution in SC cable (500 k$ order in 2013?) One structure for QXF short model to be given to US lab (200 k$ ?, order in 2013?) CC Support for design of cryomodule Integration Participation to expense for SPS prototype?? Assembly at CERN ?? Problem : see next slide!

14 Problem : Agreement CERN_DOE We need the new addendum agreed last years to cover this phase of Design Study and R&D. It will make easier (or even necessary) for exchanging, or deliver, material. It becomes NECESSARY for associating LARP people working here (LTVP, people here for hardware works, etc). Once signed the addendum we need starting discussion of the new big protocol to cover construction and in-kind contribution.
