NSW GovernmentSmart & Skilled NSW Budget

NSW GovernmentSmart & Skilled The Old Government 1995 - 2010

The New Conservative Government (Liberal) in NSW for the first time in 15 years after a disastrous, incompetent and spendthrift Govt (some say they spent like…”a drunken sailor”) left with a $ 29 billion budget black hole. NSW GovernmentSmart & Skilled

NSW GovernmentSmart & Skilled They even sold the Lotteries Office!!!!!!!

NSW GovernmentSmart & Skilled The New Government 2010 -> present

Coalition wins in record Landslide win NSW GovernmentSmart & Skilled

Forced to rip about $ 6 billion out of state funding - $ 1.7 billion out of Education – the Lion’s share out of TAFE NSW GovernmentSmart & Skilled

NSW GovernmentSmart & Skilled Rationale Save Money through -cutting the TAFE System -sacking staff -decommissioning facilities -cutting courses -contestable State Funding -open up VET sector to competition

NSW GovernmentSmart & Skilled In effect somewhat of a cynical exercise to save money wrapped up in a glossy new package – smart & skilled

5 Stakeholders TAFE NSW – State Training Organisation StakeholdersSmart & Skilled

TAFE NSWSmart & Skilled TAFE’s Response… mix+match “…the Nike of education” a Quality Training Organisation (QTO)

New Categories of Facilitators Trainers Assessors Educational Leaders - rather than Teachers & Head Teachers TAFE NSWSmart & Skilled

NEW delivery methodologies Distance Flipped learning Online BYOD Learning Commons TAFE NSWSmart & Skilled

5 Stakeholders Private RTOs StakeholdersSmart & Skilled

Expand Private RTOs Private RTOsSmart & Skilled

Expand Private RTOs Including Universities e.g.: Victoria University, Western Sydney Uni, Charles Darwin Uni, Ballarat Uni Private RTOsSmart & Skilled

Basic Quals to set up an RTO A technical qualification (just - Cert II, III, IV) AND Cert IV in Training & Assessing BUT Does NOT need to be in the same person (in TAFE ALL teachers have dual Quals + more... - Usually a degree and Cert IV + Masters, PGDipEd ) Private RTOsSmart & Skilled

Private RTOsSmart & Skilled Offering FREE iPads

Private RTOsSmart & Skilled Offering FREE iPads

Private RTOsSmart & Skilled Other inducements ??

International Colleges We have been down this route before… - English language, hospitality, barbers… Private RTOsSmart & Skilled

Private RTOsSmart & Skilled Concerns - Quality of training / courses - Truncated courses - Trainer Quals - Too much inappropriate RPL, RPE - Profit motive over course quality - “Fly by night” operations

5 Stakeholders Qualified Teachers – NSW TF StakeholdersSmart & Skilled

NSWTF - Response NSWTF - TeachersSmart & Skilled

] NSWTF - TeachersSmart & Skilled

] NSWTF - TeachersSmart & Skilled

Some say that the teaching profession is the highest qualified workforce as they need dual Quals + more... - Usually a degree and Cert IV + Masters, PGDipEd ) ] NSWTF - TeachersSmart & Skilled

5 Stakeholders The Public - Potential Learners StakeholdersSmart & Skilled

Benefits to Learners Portability Flexibility New Learning Options Potential LearnersSmart & Skilled

3 Stakeholders NSW Government TAFE NSW – State Training Organisation Private RTOs Potential LearnersSmart & Skilled

Potential LearnersSmart & Skilled

Cons to Learners - Supported training only up to Cert III - Cert IV and above – FULL fee recovery ??? - No real guarantee of support services from a “Gutted” TAFE Sector - Certainly not from private RTOs - A gutted TAFE sector – NO going back Potential LearnersSmart & Skilled

Remaining Issues Smart & Skilled

1. “Cherry pick” courses encourages private RTOs to Cherry Pick course Offerings Popular courses – eg easy online courses – already happening Remaining IssuesSmart & Skilled

2. Not addresssing or providing basic learning support These essential areas are still unresolved - Access & Equity- Basic Ed, Aboriginal Disabilities Learner Support Literacy & Numeracy Tertiary Preparation Migrant English Remaining IssuesSmart & Skilled We do not know whether these will be supported into the future Only TAFE has appropriate Teachers and the track record in supporting these learners

3. Special Programs TAFE offers courses to school student in years 10, 11 and 12 – TVET Offer courses to special groups – WOW Remaining IssuesSmart & Skilled

4. Full Fee Recovery for non- supported courses If a course is not on the NSW Skills List – assume full cost recovery – AT4, ATD, CA4 This is not a final list – can quite easily change These students do not have access to HECS Cost for a Cert4 VN is $16K Cost for Cert2 is $5K Remaining IssuesSmart & Skilled

5. Offering Inducements - “FREE” iPads - Concern is that private providers will “cherry pick” the popular courses – and offer inducements - They are already offering an iPad if you enrol with them – mainly business, management and marketing courses Remaining IssuesSmart & Skilled

6. inappropriate shortening the course duration - concentrating on just the competencies alone -often missing the “hidden” curriculum altogether – attitude & philosophy etc. -Also losing the “Brains Trust” Remaining IssuesSmart & Skilled

7. Emphasis on online delivery - this may not be appropriate for all students -successful online students are motivated and self regulating -- others do better with face-2-face delivery Remaining IssuesSmart & Skilled
