2 Who can apply? Chemical sector companies who are eligible and have submitted the ATR-WSP to the CHIETA via the Source Data Mandatory Submission System are eligible to apply. Non-levy paying companies, CHIETA accredited training providers, SMME’s, CBO’s CBC’s, NPO’s, NGO’s and Co-Ops that are within the chemical sector can apply. Government institutions are eligible to apply.

3 Funding Model as per Approved Funding Policy CHIETA PROJECTS NQF LEVEL PROG TYPE CHIETA GRANT LEVEL 1 AET PROVISION INCENTIVE AET LEVEL 1 - 4NON PIVOTAL AET GRANT LEVEL REGIME 18.1 and 18.2 Learner Management and Delivery = R 0 - R5000 No Stipend is available for this grant 2 APPRENTICESHIPS GRANT NQF LEVEL 2 - 4PIVOTAL APPRENTICESHIP GRANT LEVEL REGIME: 18.1 and 18.2 Learner The artisan learner grant will be R0 to R 50 000 per artisan learner per annum. Stipends must be within sectorial determination EXCEPTIONS/EXEMPTIONS: As per the generic national artisan funding policy. 3 ARTISAN LEARNERSHIP GRANT NQF LEVEL 2 - 4PIVOTAL APPRENTICESHIP GRANT LEVEL REGIME: 18.1 and 18.2 Learner The artisan learner grant will be R0 to R 50 000 per artisan learner per annum. Stipends must be within sectorial determination EXCEPTIONS/EXEMPTIONS: As per the generic national artisan funding policy.

4 Funding Model as per Approved Funding Policy CHIETA PROJECTS NQF LEVEL PROGRAMME TYPE CHIETA GRANT LEVEL 4 LEARNERSHIPS GRANT NON ARTISAN RELATED NQF LEVEL 1 - 4PIVOTAL NON ARTISAN LEARNERSHIP GRANT REGIME: This Grant incentive includes chemical sector registered Learnerships and non core chemical sector Learnerships used in the chemical sector. 18.1 Learner Management and Delivery = R0 - R 18000 18.2 Learner Management and Delivery = R0 - R 18000 Stipend = R24000 per annum (R2000 per month) 5SKILLS PROGRAMMENQF LEVEL 2 - 8PIVOTAL SKILLS PROGRAMME GRANT REGIME: This Grant incentive includes chemical sector registered skills programmes/unit standards and non core chemical sector skills programmes/unit standards used in the chemical sector. Including licencing short programmes and health and safety aligned short programmes 18.1 Learner Management and Delivery = R0 - R 5000 18.2 Learner Management, Delivery and stipend = R0 - R 7000

5 Funding Model as per Approved Funding Policy CHIETA PROJECTS NQF LEVEL PROG TYPE CHIETA GRANT LEVEL 6 BURSARIES - UNDERGRADUATE & POST GRADUATE NQF Level 1 - 7PIVOTAL BURSARIES GRANT REGIME: (UNDERGRAD) 18.1 learner R0 to R30,000 per learner per academic year to cover tuition as determined through statement of account. If there is a balance available then books and other expenses can be covered based on proof of expenditure. Or as per Bursary Policy. 18.2 learner R0 to R45,000 per learner per academic year to cover tuition as determined through statement of account. If there is a balance available then books and other expenses can be covered based on proof of expenditure. Or as per Bursary Policy. (POST-GRAD) R0 to R60,000 per learner per academic year to cover tuition as determined through statement of account. If there is a balance available then books and other expenses can be covered based on proof of expenditure. Or as per Bursary Policy. (CANDIDACY PROGRAMME) R0 to R60,000 per learner per academic year as part of a co-funding model

6 Funding Model as per Funding Policy CHIETA PROJECTS NQF LEVEL PROG TYPE CHIETA GRANT LEVEL 7 WORK INTEGRATED LEARNING ( WIL) NQF Level 2-8PIVOTAL WIL GRANT REGIME: WIL-UOT WBL is for up to 6 month period = R0 - 18000 WP is for up to 6 month period = R0 - 22500 Additional Incentive for recruitment from Supplyside database = R6300 for up to 6 month period WIL-TVET WBL is for up to 6 month period = R0 - 12000 WP is for up to 6 month period = R0 - 22500 Additional Incentive for recruitment from Supplyside database = R6300 for up to 6 month period WIL-HET WBL is for up to 6 month period = R0 - 18000 WP is for up to 6 month period = R0 - 22500 Additional Incentive for recruitment from Supplyside database = R6300 for up to 6 month period Workbased Learning (WBL) - Learner with no qualification yet however requires work experience to get qualification Work placement for Employment (WP) - Learner with a qualification, requiring placement for employment NOTE: STAKEHOLDERS NEED TO APPLY FOR FUNDING EVERY 6 MONTHS

7 Funding Model as per Approved Funding Policy CHIETA PROJECTS NQF LEVEL PROG TYPE CHIETA GRANT LEVEL 8 TVET COLLEGES DEVELOPMENT AND SUPPORT NQF Level 2 - 8PIVOTAL TVET COLLEGE LECTURER DEVELOPMENT GRANT: R0 to R30 000 per learner. A grant is paid to a participating employer or Public TVET College that offer either work experience for the lecturer or professional development towards an academic qualification 9 RECOGNITION OF PRIOR LEARNING ( RPL) NQF Level 4PIVOTAL RPL GRANT REGIME (ARTISAN AND NON ARTISAN): 18.1 and 18.2 Learner R0 to R20 000 per learner per year. For individuals that undertake a RPL assessment. Where are deemed not yet competent, the RPL initiative can serve to identify gaps in knowledge or skills. The gaps can then be addressed through targeted learning interventions. This funding covers the gap training as well

8 Funding Model as per Approved Funding Policy CHIETA PROJECTS NQF LEVEL PROG TYPE CHIETA GRANT LEVEL 10 STRATEGIC PROJECT ALL NON PIVOTAL/ PIVOTAL GRANT LEVELS ARE DEPENDENT ON THE PROJECT INITIATIVE AND WILL BE DETERMINED AT THE DISCRETION OF THE CHIETA MANAGEMENT WITH ALIGNMENT TO THE PROJECT IN MIND. APPROVAL FROM THE GRANTS COMMITTEE AND CHIETA GOVERNING BOARD WILL BE REQUIRED FUNDING AREAS WILL COVER: Institutional-Industry Partnerships (Chemical Sector) for Skills Development Provincial Planning Commission Related Partnerships for Skills Development for the Chemical Sector Rural and Cooperatives Development in the Chemical Sector Institutes of Sectoral Excellence (ISOEs) Support in the Chemical Sector Skills Development Committee Support (Chemical Sector) Renewable Energy Skills Development: (Green Skills in the sector) Strategic Infrastructure Projects - SIPs ( Chemical Sector) Learners with Disability Project ( Chemical Sector ) Health and Safety Skills Programme (Chemical Sector) Partnerships Science Teacher Training Development ( Math/Science and Technology Education) Career Guidance and Development (Chemical Sector) Strengthen the human resource and skills base ( CHIETA Research and Skills Planning Agenda) TVET College Support Small Business, NGO, CBO, CBC, Co-op Support

11 Application Evaluation Past history will be considered: Sweeps, Withdrawals, Late start and late completion of projects Level 1: Regional Office (Due Diligence), Broadbased MANCO (July 2016) Level 2: CHIETA Grants Committee (Mid Aug 2016) Level 3: CHIETA Governing Board (End Aug 2016) Allocations are made at the discretions of the CHIETA Governing Board Allocations Letters: 1 Sept 2016 (Not a commitment) MOAs signed by: 30 Sept 2016 (Tranche 1a – 15%) No commitment is raised until MOA is signed by both parties Tranche 1b: 15 Jan 2017 (Tranche 1b – 45%), else MOA is swept and no further commitment remains
