2 Summary Charge more/less for certain content online Arguments for: o More users = heavy burden o Charge more for heavy traffic (video streaming) Arguments against: o Internet should be free/open to all o Should not create levels of access Specific case: o P2P throttling(Comcast)

3 8-Step Process (1 of 2) 1.Summary: Open internet vs tiers based on price 2.Parties and expectations: o Corporations : Charge more for certain content o General public : Keep internet open 3.Three possible solutions: 1) Charge based on very specific content type & duration of use A.Best case: Public keeps using Internet in the same way despite cost B.Worst case: Public starts to discriminate towards cheaper content 2)Put govt. in charge of internet; make it totally “free” and open A.Best case: All people have access; govt. maintains good infrastructure B.Worst case: Govt. does bad job; internet falls apart 3)Keep the internet as is: charge based on speed alone A.Best case: Internet providers still make profit; public satisfied B.Worst case: Internet providers burdened with upkeep; no innovation

4 8-Step Process (2 of 2) 3 (C). Best choice: charge based on speed alone 4.(A)Allow soln. for everyone: Yes; it already is (B) People are ends or means: Ends; are just users 5.(A) Natural: Yes; information is naturally “open” (B) Excessive vs deficient: Balanced; profit & open 6.(A) Majority agree: Yes; using system (B) Greatest good: Yes; most people can afford it 7.(A) Unbiased: Yes; corporations still benefit (B) Free from other influence: No; many protest tiers 8.Philosophy: Pragmatic; Proven/tested solution

5 ACM Code 1.1: Contribute to society and human well-being o Openness benefits society 1.4: Be fair and take action not to discriminate o Tiers would discriminate economically 2.7 Improve public understanding of computing o Easier for others to learn in open internet
