2 Presidential Cabinet: Issue: A presidential cabinet wasn’t mentioned in the Constitution. Cabinet: Officers are nominated by the President. The nominees are confirmed or rejected by the Senate. Example of checks and balances Precedent: A tradition/ Designing the presidential cabinet was a precedent set by George Washington

3 Judiciary Act 1789 Issue: The Constitution only briefly mentioned the Supreme Court. This law set up state and federal courts

4 National Bank: Issue: Debt after the American Revolution Solution: Creation of National Bank Problem: The Constitution didn’t give the government the power to create a national bank. Justification: Congress uses the Necessary & Proper Clause of the Constitution to create the bank. In other words, it was necessary (in the best interest) of the United States to have a national bank.

5 Whiskey Rebellion: What: Rebellion by citizens Who: Farmers from Western Pennsylvania Why: The government was taxing the grain and whiskey that the farmers were making. This tax decreased the farmers profits. Outcome: George Washington sent troops to stop rebellion Realization: Government would use force when needed

6 Neutrality Act: Issue: Britain and France were at war and Washington declared neutrality. Washington’s Declaration: He did not choose a side. Why: He believed the United States had to stay a neutral 3rd party in order to survive as a nation.

7 Washington’s Farewell Address: Factions/Political Parties: DO NOT FORM THEM! Foreign Alliances: DO NOT MAKE ANY!!!
