15 Delivering Innovation Economy Skills While Using Public Funds Wisely Center for American Progress, March 2011 In the global innovation economy workers need an minimum of one year of post- secondary education combined with experience and creativity The new frontier of effective worker education lies in combining classroom and workplace education to produce a hybrid of technical knowledge and hands-on skills. CCAE State Conference April 2016

Why IET? 22 Without IET it takes YEARS for basic skills deficient people to attain the education and skills to move into middle skills jobs. Few will persist. CCAE State Conference April 2016

Why IET? – because we need it! CCAE State Conference April 2016

24  Broadens the focus of adult education to include transition to postsecondary education and employment  Reflects the changing needs of the nation’s workforce and the goals of its workers  Amends the stated statutory purpose of adult education and subtly modifies the definitions of key terms to reflect this new emphasis WIOA Why IET? CCAE State Conference April 2016

25 The law is also explicit that Title II funds may be used for adult education activities that “help eligible individuals transition to postsecondary education and training or employment, or for concurrent enrollment activities,” so long as other Title II eligibility and requirements are met. WIOA Why IET? CCAE State Conference April 2016

26  Defines and encourages the use of new models, such as integrated education and training and workforce preparation activities.  IET has been shown to help adult learners obtain college credits and achieve basic skill gains more quickly than when they are enrolled in traditional adult education programs. WIOA Why IET? CCAE State Conference April 2016

27  Section 225 = corrections  Section 231 = AEFLA, EL Civics is considered an activity  Section 243 = IET, EL Civics is considered a program. Pay points will probably be higher; may get paid for specific outcomes WIOA Why IET? CCAE State Conference April 2016

Farther, Faster clasp.org 2011 28 Career pathway bridges are designed to meet the needs of lower skilled adults and youth Efficacy?  2010 study I-Best students 56% more likely to earn college credit  26% more likely to earn a certificate or a degree.  19% more likely to show improvement on basic skills assessments CCAE State Conference April 2016

Why We Need IET CCAE State Conference April 2016

Four IET Models 30 Part 2 CCAE State Conference April 2016

 I-Best  Alternating Teachers  VESL / VABE Specific classes  Cluster VABE / VESL The Four IET Models 31CCAE State Conference April 2016

I-BEST theory pairs two instructors in the same classroom at the same time. Introduces basic academic skills to students in context to the vocational pathway the student has chosen. Provides opportunities for the students to access and improve their soft skills 32 I-BEST: Theory and Goals Integrated Basic Education & Skills Training CCAE State Conference April 2016

Alternating Teachers Basic skills class (ESL or ABE/ASE) with a basic skills instructor Technical skills class with a technical skills instructor CCAE State Conference April 2016

VESL / VABE-Specific Classes  Students prepare to work in a specific field  Entire class focuses on targeted content  Uses sheltered English in VESL classes CCAE State Conference April 2016

Cluster VESL / VABE Classes 35  Greater variety of student goals in a single class  All students are together and class has a general workplace focus  Use general ABE / ESL methods  Students break off into groups based on their career fields  Use vocationally specific materials CCAE State Conference April 2016

4 Model Case Studies 1.Sit in groups and choose a leader, recorder and timekeeper 2.Read your assigned case study. 3.With your partners, answer these questions: 1.Does your program have a model like this? How is it going? 2.If not, do you think it would work for your program? 3.Did you see anything surprising? Or that could be improved? 4.Report back to whole group.
