2 2 Update on Reservoir Design Received comments back from Safe Dams Conducted Peer Review (Schnabel Engineering) Contractor Procurement RFQs received for Prequalification of Dam Contractor, Grout Injection, Slurry Wall Bidding among prequalified contractors will take place in May Construction Installation of USGS Monitoring Station is complete Tree harvesting and initial site grading contract awarded and will begin in March Selected Dam contractor will begin construction in July / August

3 3 USGS Monitoring Station Installed and Online Required by Permit to be installed in advance of any construction activity Continuous flow and water quality analysis Installed by USGS

4 4 Elevated Monitoring Station Tower Gage and Probe Installation in Richland Creek Instrumentation Enclosure and Solar Array

7 7 Update on 61 Entrance Road and Timber Harvest Contractor Procurement Contracts Awarded 02/23/16 Construction Timber harvest will begin this week Entrance Road Contractor will begin construction in late March and will be complete in August

8 8 Update on WTPs and Pump Stations Design Design will be at 100% in mid March EPD Drinking Water Program Permitting is being initiated Contractor Procurement CMAR has issued 15 RFQs for specialty subcontract packages. Received 69 submissions, currently prequalifying CMAR Contractor will receive bids in May GMP CMAR Contractor to submit GMP in May for approval. Will go to WSAB and BOC in May / June Construction Construction will begin in late August Program Manager

9 9 Update on Raw Water Pipeline Design Beginning process of easement acquisition Design is at 30% and will begin to advance Finalized scope at Airport area Construction Construction will begin in Late 2016 and will be complete in late 2017 / early 2018.

10 10 Update on Finished Water Pipeline and BPS Design Received 11 proposals from Engineers Interviewed, shortlisted, and selected Recommendation to WSAB and BOC in March Design will take approximately 10 months Construction Contractor Procurement in early 2017 Construction will begin in March of 2017 and be complete in March 2019

11 11 Update on Public Outreach Continued involvement of RCR Stakeholder Communication Implementation Team Artwork and Mascot Competition were a success and preparing to announce winners Provided Briefing to Cities Hiram, Cartersville, Braswell, and Emerson Rotary Club Scheduled for this week Bill Insert / Newsletters Program Website – RCRWater.com Steady Activity – Responding to calls and questions submitted via website

12 12 Preparing for Bond Market Project ElementCost Reservoir $ 70,300,000 WTPs and Pump Stations $ 98,800,000 Raw Water Pipeline $ 9,400,000 Finished Water Pipeline and BPS $ 36,500,000 Total Program $ 215,000,000 Costs shown include design /CM, construction, easements, mitigation, and program management  Positive (low fuel) and Negative (competing construction) factors in the marketplace  Ultimate cost could be +/- 5%  Financial plan has conservatism so that even a 5% overage will not effect rates  Currently $ 20 Million under contract and within budget. Will have Reservoir and Water Treatment Plant under contract by June so approximately $180 Million will be under contract prior to going to bond market  County currently selecting Financial Advisor

15 15 New Business Item 1 – Arcadis Amendment 1.Additional Design Services: Design for the GA 61 improvements and of a joint access road to provide access road Additional design services working with the CMAR contractor to provide value engineering and reduce overall project construction cost. ($20 million savings) Early competitive selection of treatment technology Additional design services to support the permitting process

16 16 New Business Item 1 – Arcadis Amendment 2.Engineering Services During Construction For the dam and WTP Projects – 3 year duration Will review shop drawing submittals (Anticipated to be 500+) Respond to Request for Information (RFIs)from Contractors Issue design clarifications during the construction process Review and contractor requests for substitution Attend monthly progress meetings

20 20 New Business Item 1 – Arcadis Amendment Requested Action: Authorization of an amendment to the Arcadis Design Services Contract for additional design services, services during construction, materials testing, and inspection services for the Richland Creek Water Treatment Plant and Dam in the amount of $8,815,000.

21 21 New Business Item 2 – Additional Raw Water Piping at the RCR Raw Water Pipeline Project Planned contract amendment / within budget Design Build team of Garney Construction/Croy Engineering awarded a D/B contract in late 2014 for 13,600 lf of Raw Water Pipeline 4,700 additional feet at the river not included at the time due to uncertain future plans of Cartersville Airport

22 22 New Business Item 2 – Additional Raw Water Piping at the RCR Raw Water Pipeline Project Cartersville Airport plans have progressed to allow setting of final alignment Includes design, geotech, and construction of 4,700 lf of 48” pipe Delay in issuance of 404 delayed release of original pipe, original ductile iron pipe faced 2 escalations (totaling 18%) Pipeline material change to Steel reduced cost by $705,000

23 23 New Business Item 2 – Additional Raw Water Piping at the RCR Raw Water Pipeline Project Requested Action: Authorization of the amendment to the Garney Design Build Contract for the design and construction of 4,700 linear feet of 48” diameter pipeline associated with the Richland Creek Water Supply Program in the amount of $2,750,000.
