2 2002 Supplemental Appropriations Act –Signed August 2, 2002 –$19.3 million appropriation for Border Enforcement Program –$2 million for HM outreach and northern border safety and security study $540,000 for the study

3 Focus of study – identifying vulnerabilities associated with commercial motor vehicles (CMV) –Potential for terrorist use of CMV To enter US To bring HM or materials used for bombs or articles of mass destruction into US –Role of FMCSA and State CMV enforcement agencies

4 Study will answer six questions –Does or should the FMCSA and state CMV enforcement agencies have a role in ensuring the security of the northern border with respect to the use of CMVs by terrorist or for terrorist activities? –If yes, what should that role be; if no, what is the rational for no role and who has these roles and responsibilities? –What resources will be required for FMCSA and state CMV enforcement agencies to perform that role?

5 Study will answer six questions (cont) –What legislative, policy and operational issues would FMCSA have to address in order to undertake the proposed roles? –What would be the impact on other state, federal or provincial agencies with border security responsibilities if FMCSA and state CMV enforcement agencies exercised the proposed roles and responsibilities –What would be the impact on freight/passenger movement across the border if FMCSA and state CMV enforcement agencies exercised the proposed roles and responsibilities

6 Study methodology –Literature search and review –Border port familiarization –Border port visits and data collection –Data analysis –Evaluation of roles and impacts on agencies –Develop options and recommendations –Develop reports and presentations

7 Contract awarded to Cambridge Systematics Inc. on October 3, 2002 Performance period is 18 months
