Suggested Policy Changes to adopt Satellite for Digital India Satellite industry should play a key role in this plan Satellite industry should be given access to the 10 Gbps capacity available over the country in a un-restricted manner ◦ De-link the technical short-listing process and the commercial procurement ◦ Deal with issues like compatibility to INSAT/GSAT system, security issues etc. at the technical short-listing stage ◦ Make the technical short-listing time-bound ◦ Leave it to the supplier and the buyer for commercial negotiations – Do not canalise ◦ If domestic self sufficiency and protection is the ultimate goal achieve it through effective licensing process that necessitates service providers to re-apply for technical clearances to DoS/DoT for revalidation ◦ In the interim use of satellites like IPStar by all service providers ◦ Why is it restricted to only BSNL? Rationalise spectrum charges for use of satellite in the NLD license ◦ Formula based charging to revenue share based charging (currently 300 times that of the commercial VSAT charges) ◦ Allows NLD to be a provider of satellite backhaul to be exploited by any access provider using any last mile Allow provision of services to all forms of mobility – Only satellite can extend Digital India to these platforms ◦ Trains, Ships, Aircraft, buses etc. etc.

Summary Satellite is very cost-effective and quick in terms of roll-out for the remote GPs Adequate Satellite Capacity is available over India to support more than 35,000 GPs Satellite cost is affordable and can be further lowered by small policy changes
