3 Notice of Fund Availability (NFA)  “Formula allocated” funds: Start date for incurring costs and performing work is identified in the period of performance on the NFA. An EA can be in process while the region starts work.  “Non-formula allocated” funds: Costs may not be incurred nor work begun until an EA is fully executed  Provides new, modified or additional funding provisions which apply to the specific funding allocation

4 Expenditure Authorization (EA)  Contractual agreement signed by the State and the Region.  Statement of Work (SOW), period of performance, budget information, performance outcome measures, and other contractual requirements  Primary source of data for program planning and monitoring purposes  Must be executed prior to cash disbursements for costs incurred.

5 Important Timelines  Draft EAs/IEAMFs: submitted to CDLE within thirty (30) days of the date of the NFA  Signed EAs/IEAMFs: submitted to CDLE within sixty (60) days of the date of the NFA  Signed IEAMFs for Adult, DW, Youth, and/or WP funds for the program year ending June 30 submitted to and received by CDLE by April 1  EA modification requests must be submitted to the Project Coordinator for review and approval no later than sixty (60) days prior to the end of the period of performance
