3 BUILDING STRONG ® IHNC Lock Overview  Sole access from Mississippi River to eastern GIWW  640 ft. long x 75 ft. wide x 31.5 ft. deep  Averages 10,000 lockages and 16M tons of cargo annually 3

4 BUILDING STRONG ® IHNC Lock History  Constructed by Port of New Orleans 1918-1921 to provide access between Lake Pontchartrain and the Mississippi River  Assumed into the Federal, GIWW project in 1944  Leased by the Corps from the Port from 1947-1985; purchased in fee from the Port in 1985 4

12 BUILDING STRONG ® IHNC Lock Dewatering 2016  Scope of Work ► Replace 4 main operating miter gates, hinges and seals, and original electrical/mechanical gate operating machinery with new hydraulic machinery; replace sluice valve seal strips ► Sequence of work requires 4 separate dewaterings of the lock chamber ► Estimated 120-day duration, commencing on or about 1 Aug 16 12

19 BUILDING STRONG ® IHNC Lock Dewatering 2016  Constraints ► Dewatering may only occur when river levels are below 6-ft. on Carrollton gage due to uplift of the lock chamber (Aug to Dec timeframe). Dewatering schedule coincides with Hurricane Season ► Alternate route through Breton Sound, via Baptiste Collette currently shoaled in: controlling depth < 8-ft. Funding secured to provide 12-ft. X 200-ft. channel for GIWW barge traffic US Coast Guard to mark alternate route across open water reaches 19

22 BUILDING STRONG ® IHNC Lock Dewatering 2016  Contingency plans for late high river and/or interruption of work by hurricanes ► Scenario 1: River recedes by 1-31 Aug: Perform full scope of work ► Scenario 2: River recedes not before 1 Sep, or work interrupted by hurricanes: Replace canal end gates and operating machinery for all 4 gates (70 day work duration) Defer river end gate replacement to 2017 low water (60 day work duration) ► Scenario 3: River remains >6 ft. beyond 30 Sep Defer dewatering to 2017 low water Hurricane contingencies include USCG approved mooring plan for floating plant to be secured within the IHNC - Regulated Navigation Area. 22
