6 Current Process (Pros/Cons) Pros: None Cons: Leaving VEA in A18 doesn’t line up with Balancing Area splits Data & Facility Ownership splits Planning Coordinator Functions Operational Responsibility Modeling VEA in A18 doesn’t match the actual Scheduling process Scheduling is more complicated than it needs to be VEA’s Planning is done between VEA, Navigant (consultants), and CAISO. 8 Proposed Process (Pros/Cons) Pros: Clear Data Ownership Clear Planning Coordinator Definitions Clear Scheduling for WECC Case Builds Clear Compliance Responsibilities Proposed modeling matches real-world BAA boundaries WECC will be receiving the data directly from the facility owner Cons: DPM Needs an Update Tie-Line File Needs an Update Notes: Ben Hutchins will volunteer to make the initial Case changes & Tie- Line File, and assist in transferring data responsibilities to VEA/Navigant/CAISO

9 Timeline DPM Updates & Approval: March 17 th, 2016 Area, Zone, Bus, Owner Changes: April 1 st, 2016 Any WECC Data Request after April 1 st will include this change. The change will not be made to review cases, only new Case Data Requests.
