3 What is NITAAC? NIH Information Technology Acquisition & Assessment Center (NITAAC) Housed within HHS Over 20 years experience in government-wide IT contracting An OMB Executive Agent authorized to award and administer Government- Wide Acquisition Contracts (GWACs) Currently, only 3 agencies have OMB Executive Agent Status NITAAC administers multiple GWACs for IT products, services and solutions: 3

4 What are Government-wide Acquisition Contracts (GWACs)? GWACs are: Pre-competed task or delivery order, IDIQ contract vehicles Designed to streamline the acquisition of IT products, services and solutions Established by one agency; intended for government-wide use Not subject to the Economy Act (FAR Subpart 17.502-2(b)) Operated only by OMB designated Executive Agents Pursuant to section 5112(e) of the Clinger-Cohen Act (1996) GWAC Contract Holders: Come from a diverse pool of industry leaders Have been vetted for their technical capabilities, price, and SDB participation 4

10 Streamlined GWAC Competition No need to synopsize or post requirements on FedBizOpps Award according to price or non-cost factors which provide the best value Setting a competitive range is not required Scoring or ranking proposals/quotes not required (FAR 16.505(b)(1)(v)(B) Formal evaluation plans not required FAR 16.505 Ordering Fair Opportunity (FAR Subpart 16.505(b)(1) – each awardee must be provided a fair opportunity to be considered for each order exceeding $3,000 Competition requirements in FAR Part 6 and the policies in FAR Subpart 15.3 do not apply CO need not contact each vendor prior to award if information is available that each was provided a fair opportunity to be considered (under $150k) CO can communicate with contract holders at any time 10

11 Streamlined GWAC Competition The streamlined process includes CO exercising broad discretion in developing order placement procedures Minimum requirements for acquisition package; most documents are discretionary Streamlined evaluation (competitive range not required) Firms have already been technically evaluated for scope capabilities; CO can use simplified evaluation If under $150k, the CO need not contact every vendor if each was provided a fair opportunity to be considered Down-selecting - a multi-phased acquisition strategy using methods such as: Applying evaluation factors in phases Limiting initial proposal information required (e.g. white papers, oral presentations) Limiting amount of evaluation factors in order to progressively narrow the field 11

12 Streamlined NITAAC Competition 1.Upload RFQ/RFP in e-GOS or RFQ System 2.Evaluate quotes/proposals submitted by contract holders (in system) 3.Select awardee (based on who provides the best value and solution) 4.Create award in agencies contract writing system (e.g. PRISM)  Use winning Contract Holders contract number on award document! 5.Upload award document into e-GOS or the RFQ System 12

15 Features of the CIO-SP3 and CIO- SP3 Small Business Contracts $20B ceiling 10 year period of performance Flexible pricing arrangements Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus- Award-Fee (CPAF), Cost-Plus-Incentive-Fee (CPIF), and Time-and-Materials (T&M) Flexibility to use “hybrid” contract types to fit the needs of unique requirements Task orders may be awarded in 30 days or less Customer sets schedule based on needs and complexity of requirements 137 Labor Categories with competitively priced labor rates 15
