3 Fort Worth Code Compliance General Considerations Fort Worth has over 122 Hotels/Motels. Systematic Hotel/Motel inspections were changed to complaint based/high risk response in 2007. Vast majority of facilities never receive a complaint, or the complaint is about a minor infraction. Approximately 17 facilities have been identified as “high risk” and received multiple inspections in the second quarter of FY 2009 (Jan – Mar). 3

4 Fort Worth Code Compliance High Risk Considerations Risk Factors: Substandard Building Violations. Lack of hot water. Lack of general sanitation in the guest room (mattresses, bedding, restroom). Lack of general sanitation in the laundry room. Toxic items stored improperly. Evidence of insects or rodents. Furnishings in need of repair. Outside perimeter has excess trash and other debris. One or more room closures in the past 12 months. 4

6 Fort Worth Code Compliance Summary of Inspections The 17 facilities have 516 rooms. Over 260 rooms inspected. 96 (37%) rooms closed for health and safety violations. 39 citations issued. 1 Motel scheduled for May 2009 Building Standards Commission for substantial violations. 6

8 Fort Worth Code Compliance Ace Motel – 3105 South Riverside 10 rooms closed. Motel did not comply with the smoking ordinance. 5 Citations issued. All rooms were re-inspected on February 3, 2009, and violations were corrected. 8

9 Fort Worth Code Compliance Budget Suites– 8401 West Freeway 114 unit complex with substantial health and safety violations - lack of general sanitation, leaking toilets, rodent and roach infestation, electrical hazards, structural damage and Building Code violations. 10 citations were issued and additional citations probable. Case referred to the Building Standards Commission in May 2009. 9

10 Fort Worth Code Compliance Buena Vista Motel - 2911 N. Main 7 rooms closed. 5 citations issued. Major violations consisted of lack of general sanitation, damaged mattresses and box springs, and filth. 10

11 Fort Worth Code Compliance Century Motel - 3434 E. Lancaster Major violations consisted of sewage backup, pest infestation, lack of general sanitation, damaged mattresses and box springs, filth. 11

12 Fort Worth Code Compliance Drummers Inn – 7312 Camp Bowie Major violations consisted of lack of general sanitation, damaged mattresses and box springs, filth, no smoke detector. Violations corrected on February 13, 2009. 12

13 Fort Worth Code Compliance Eco Inn - 3201 E. Lancaster 4 rooms closed. Drug paraphernalia found – Police notified. 5 citations issued. Major violations consisted of lack of general sanitation, damaged mattresses and box springs, filth, no smoke detector, and no hot water. 13

14 Fort Worth Code Compliance Ranch Motel - 3620 N. Main 4 rooms closed. 3 citations issued. All rooms were re-opened on February 4, 2009. Major violations included lack of general sanitation, damaged mattresses and box springs, rodent infestation and filth. 14

15 Fort Worth Code Compliance Vickery Motel - 5636 W. Vickery 8 rooms closed. Drug paraphernalia found – Police notified. 2 citations issued. All rooms were re-opened on February 26,2009. Major violations consisted of lack of general sanitation, damaged mattresses and box springs, filth, no smoke detector, and no hot water. 15

17 Fort Worth Code Compliance Next Steps Additional inspections planned – establish routine inspections for non-compliant facilities* Additional citations probable. Additional Building Standards action probable. Identify other high risk facilities and initiate action. Review ordinances/seek changes that better address these types of facilities. Review fees and fines and seek changes to capture better cost recovery. *No additional resources required due to the consolidation of Consumer Health with Code Compliance in October 2008. 17
