Regardless of whether it is required to do so by national law 2008 – more than 50 such agreements made by Global Union Federations Across all sectors of the economy Global Framework Agreements

16 ACTRAV Symposium on the Right to Organize Collective Bargaining Geneva, October 12-15, 2009 ICEM Global Framework Agreement with Rhodia http://www.icem.org/?id=98 http://www.icem.org/?id=98 The ICEM signed a global agreement with Rhodia in Paris, France, on 31 January 2005. The agreement, which deals with the company’s commitment to social responsibility and dialogue with ICEM and national trade unions, was negotiated and signed with the ICEM and supported by French affiliates Fedechemie CGT-FO and Federation Chimie Energie CFDT. 17 ACTRAV Symposium on the Right to Organize Collective Bargaining Geneva, October 12-15, 2009  First signed in 2005 and renewed in 2008, the GFA between ICEM and Rhodia contains adherence to ILO Core Labour Conventions including 87 and 98 regarding freedom of association, and the right of representation and collective bargaining.  With the renewal, “ Rhodia respects the right of employees to be collectively organised and shall remain strictly neutral concerning their choices in this matter. ”  “ Rhodia pledges to not practice any discrimination due to unionisation either when hiring or when managing employees ’ careers. ”  Rhodia has an engagement in assuring that suppliers and subcontractors adhere to the framework of the Global Agreement, as well as all laws and human rights standards.  The agreement sets formal ICEM involvement in tracking “ Rhodia Way ” performance and creates a joint safety issues discussion group.  The agreement ’ s application will be audited by an outside expert jointly chosen by the two parties at the end of the present term. 20 ACTRAV Symposium on the Right to Organize Collective Bargaining Geneva, October 12-15, 2009 JOINT HEALTH AND SAFETY MISSION IN GERMANY IN JUNE 2009  A first-ever joint activity regarding health and safety at one of Rhodia ’ s subsidiaries  Attended by ICEM Officers, German affiliate IG BCE ’ s national and regional leaders, Works Council Members along with the company ’ s general and local officials  Reporting and discussions on health and safety practices at the workplace  Plant tour  Evaluation and proposals for improvement of health and safety conditions A New Initiative : Global Safety Committee During the renewal process in 2008, a new provision to create a global partnership on Health and Safety was integrated to the global agreement. Recently the parties have agreed to have an addendum to the agreement that clarifies terms and conditions of the global committee. Rhodia/ICEM Global Framework Agreement

23 ACTRAV Symposium on the Right to Organize Collective Bargaining Geneva, October 12-15, 2009 Conclusions  Global Agreement / Networks are not the answer to all our problems.  But they have proved to be important tools.  They give recognition to the ICEM.  They are as strong as our affiliates covered by them.  We must continue to strengthen their provisions and the administration of them.
