7 Collaboration through Networking 7 National State Networking Efforts Currently serving as Co-chair of StateNets Lobbying efforts led to the creation of a new category of membership in Internet2 for State and Regional networks Acknowledges the importance of StateNets in controlling the “last mile” to the R&E community Will gain 12 governance seats on the Internet2 BoT and various advisory councils

8 Collaboration through Networking 8 StateNets Role in National Policy Issues The FCC recently requested input from StateNets regarding: Improving the current E-Rate program to better advance the goal of getting broadband into K-12 schools and identifying how much bandwidth will be needed in the future. Advice on how to structure a $40M pilot program to extend a new national telemedicine network to rural healthcare providers thru state networks. Approached by the ALA regarding Public Libraries connection to national networks

9 Collaboration through Networking 9 NJ Digital Video Initiative Growing importance of on-demand video in online education is now widely recognized VALE, the NJ Digital Highway and Library consortia have identified the need to provide video resources and services statewide as an important strategic initiative William Paterson (VALE), Rutgers Libraries, and NJEDge are partnering on an IMLS Grant to provide funding for such an initiative

11 Collaboration through Networking 11 NJ Digital Video Repository The portal repository will support: “Lectures-on-Demand” with a clickable “table of contents” for K-20 educators Licensed commercial academic videos from companies such as Films Media Group Locally owned and developed academic video Videos searchable through metadata tags VoDcasting and Podcasting delivery options Statewide authentication and authorization

12 Collaboration through Networking 12 Instructional Advantages of VoD Access to content any time, any place Easily construct clips to meet instructional needs Playlists easily integrated with Blackboard/WebCT More titles can be purchased with digital delivery rights Online students can access the same content as classroom students Increased bandwidth and infrastructure is now stable enough to provide quality video-on-demand

14 Collaboration through Networking 14 CALEA Compliance Communications Assistance for Law Enforcement Act Basic purpose: to provide an easier way for Law Enforcement to “wiretap” the Internet

15 Collaboration through Networking 15 While Legal Uncertainties Remain Most college campuses are exempt As the gateway provider of internet services NJEDge will likely need to meet CALEA compliance standards Costs are likely between $30K-$50K Title 18 court orders will need to be followed even with exempt status Organizing statewide communication protocol
