2 The NHS Constitution The NHS belongs to the people The Constitution establishes the principles and values of the NHS in England. It sets out rights to which patients, public and staff are entitled, and pledges which the NHS is committed to achieve, together with responsibilities, which the public, patients and staff owe to one another to ensure that the NHS operates fairly and effectively

3 Principles The NHS provides a comprehensive service Access is based on need The NHS aspires to highest standards The NHS aspires to put patients at the heart of everything it does The NHS will work with other organisations The NHS will be fair and offer value for money The NHS is accountable to the people it serves

5 Patient rights Access to health services and free of charge Non-discriminatory Waiting times (18 weeks to treatment and 2 weeks for urgent cancer referrals) Safe and high quality Single-sex accommodation Drugs and treatment Dignity and respect Confidentiality Choice of GP and place of treatment Redress

6 Patient responsibilities Responsibility for well-being Treat staff and other patients with respect Keep appointments Give feedback

7 Patient and Public Involvement Key aims of the Clinical Commissioning Groups Make “no decision about me without me” and “no decision about us without us” a reality by involving patients and the local community in their own care and in shaping local services. Key features are: Shared decision making processes Quality patient information Self-management education Stakeholder forum (governance) Local health voice network (CVS commissioned to deliver) Patient Participation Groups (linked to GP practices) and virtual communities of interest Soft intelligence data (complaints, enquiries, surveys etc.) Procurement Expert Patients (for evaluating tenders etc.)
