CAPTION – focuses the viewer’s attention on the main speaker (Barack Obama) and the issue being presented (the costs of health care) ANALOGY – compares the costs of reforming the U.S. health care system to the costs of fighting the war in Iraq SYMBOLISM – health care reform is symbolized as a shiny ambulance (the lines coming off of it from above); the war in Iraq is symbolized as a tank and the critic of health care reform is symbolized as an elephant (the symbol of the Republican Party, the opposition of Obama’s Democratic Party) LABELS & SPEECH – the ambulance is labeled “health care reform” and the tank is labeled “unnecessary war” to clarify what they symbolize; the elephant is exclaiming that the price of health care reform is too much money (“outrageous!!”) RELATIVE SIZE – the price tags are oversized to reflect their large value (and to make them easier to read) CARICATURE – Obama is caricaturized with big lips, oversized ears and his hands clasped together in a thoughtful pose CONTRAST – shading around the edges of the vehicles; darkening Obama’s clothes and the clothes of the elephant make these objects stand out against the white background

Working on your own, you will create two political cartoons about health care that will: ACCESSIBILITY doctor shortages wait times both be a minimum of 4¼” x 5½” in size PAYING FOR HEALTH CARE effects of an aging population both focus on one general topic related to health—see the “Suggested Topics List” on the right health insurance prescription drug costs privatized health care feature one cartoon with a collectivist perspective and the other an individualist perspective on the same topic public health care two-tier health care QUALITY OF HEALTH CARE each use AT LEAST FOUR techniques of political cartooning in each cartoon provide a brief written component (on the back of each cartoon) that briefly explains how or why you used each technique of cartooning in that cartoon
