2 All Nevada Districts must:  Administer the Home Language Survey and screen indicated students for ELL identification;  Administer the English Language Proficiency Assessment (ELPA) annually;  Monitor academic progress of reclassified students (2 yrs)  Utilize state determined English Language Development Standards  Provide their Immigrant student counts annually. Title III Requirements

3 Title III Districts must also:  Develop a viable program for instructional service;  Ensure appropriate Staff, Curricular Materials and Facilities;  Evaluate the success of the program and modify the program as needed. Note: these are Office for Civil Rights requirements for all districts – Title III does not have authority to enforce them. Title III Requirements (continued)

4 Pre-WIDA (before 2011-12):  Adaptation of 2003 Nevada English Language Arts (ELA) Standards ;  Completed in 2006;  Federal finding: incomplete for grades 9-12 in 2010;  Districts did not find them useful. English Language Performance (ELP) Standards

5 WIDA (2011-12):  Memorandum of understanding to use the WIDA ELD Standards beginning 2011-12 ;  Nevada joined WIDA in 2012-13 (adopted the ACCESS for ELLs Assessment);  Nevada’s Flexibility Waiver from No Child Left Behind requires implementation of WIDA ELD Standards. 8 WIDA ELD Standards are not aligned with Common Core State Standards! If they were, they would be Content Standards. WIDA ELD Standards DO correspond with Common Core State Standards! The WIDA ELD Standards emphasize Academic English that corresponds to the language functions required for students to master Content. WIDA Overview:

10 State:  5,897 TESL Endorsed Teachers (2012-13);  TESL Endorsements can be either for Elementary or Secondary;  Teachers hired as ESL Teachers must have a TESL Endorsement in order to be considered Highly Qualified; however,  There are no criteria for content teachers who work with ELLs to be TESL Endorsed;  Depending on District Policy, teachers receiving a TESL Endorsement can move across their pay scale.
