All Nevada Districts must:  Administer the Home Language Survey and screen indicated students for ELL identification;  Administer the English Language Proficiency Assessment (ELPA) annually;  Monitor academic progress of reclassified students (2 yrs)  Utilize state determined English Language Development Standards  Provide their Immigrant student counts annually. Title III Districts must also:  Develop a viable program for instructional service;  Ensure appropriate Staff, Curricular Materials and Facilities;  Evaluate the success of the program and modify the program as needed. WIDA (2011-12):  Memorandum of understanding to use the WIDA ELD Standards beginning 2011-12 ;  Nevada joined WIDA in 2012-13 (adopted the ACCESS for ELLs Assessment);  Nevada’s Flexibility Waiver from No Child Left Behind requires implementation of WIDA ELD Standards. State:  5,897 TESL Endorsed Teachers (2012-13);  TESL Endorsements can be either for Elementary or Secondary;  Teachers hired as ESL Teachers must have a TESL Endorsement in order to be considered Highly Qualified; however,  There are no criteria for content teachers who work with ELLs to be TESL Endorsed;  Depending on District Policy, teachers receiving a TESL Endorsement can move across their pay scale.
