3 Remodelling in Devon… Has demanded much from schools Recognised that the pace of change is fast Required a shift in culture – ‘’the way we do things around here’ Required a new kind of leadership and change management – ‘the best way to predict the future is to build it’ (Adams) Required people to think differently and take brave steps – ‘possibility thinkers’ From ‘faster horses’ to ‘the motor car’ and we’re on that journey! ( Sir John Jones)

5 On reflection…. What’s directed, challenged and supported schools over the last 4 years? Key drivers; The ECM agenda – delivering the best opportunities for children and young people who are at the centre of services Implementation of the National Agreement 2004 to 06 – a 3 year phased introduction. Challenging ‘Raising the bar’ -higher standards and school improvement Safeguarding – Victoria Climbie case

6 Developing the workforce – new roles and responsibilities Developing new models of leadership e.g. Federations, management partnerships and trust schools Developing distributed leadership: inclusive processes and systems to engage and value all those involved, such as change teams – not simply delegation, but inclusion Extended Services agenda – delivery of the core offer 2007 PM changes – linking raising standards with PM, revised Professional Standards for teachers and CPD Development of LLCs – responding to changing needs and demands and developing a vision for the future of collaborative local leadership and management Challenges have included…

7 Identifiable LA Officer support – individuals and services Many LLCs engaged in remodelling activities and trained in using the tools and skills of change management ( NRT 5 stage process) to respond to local/individual needs Work of the Remodelling Steering Group – social partners working to support and challenge; Local representation with knowledge of both national and local issues Headroom work –Heads, LA Officers and Heads Associations representatives working together to explore issues and develop solutions to try to address some headteacher WLB issues Supporting schools with individual or specific needs Support has included…

8 Governor Support, HR and Finance working together to support schools with the remodelling agenda Professional development opportunities increasingly available to the wider workforce – new roles and responsibilities emerging as a result of schools working differently Building new, and strengthening existing, working relationships with colleagues in other agencies – working outside the silos The challenge is to continue to embrace change Where are you on a scale of 1 to 10? This is a journey and what has helped you move on from 3 to 5 and 5 to 7….???

National Children’s’ Plan ‘Building Brighter Futures’ – setting out the continuing national agenda until 2018 Devon’s Children and Young People’s Plan 2008-2011 Sustaining the National Agreement Embedding PM in schools for school workforce 2010 – Extended Services ‘full core offer’ in place AXS development– children at the heart of services Remodelling of LA services – current review/change ( e.g. more strategic role to build capacity in schools) Continue to develop different models of leadership Supporting LLCs in remodelling for new responsibilities- commissioning services

10 Support Staff developments: professionalisation – more new roles, distributed leadership, SWIS qualifications…. Personalisation agenda Development of integrated working and the common core, including a move towards some multi agency induction for those working with children and young people Dedicated headship time and work life balance – changing cultures and solution building (not one size fits all) Learning from one another- effective/efficient networking Joining agendas - moves to make agendas more integrated Being brave – to change and refine what needs to be changed
