Incubators in China-development and status In 2010, there were only 896 technical incubators in China, which incubated 56,382 start- ups. The total site area of these incubators is more than 30 million square meters in Chinese mainland. After four years rapid development, in 2014, the quantitative of technical incubators surged to around 1,600 and these incubators assisted more than 80,000 start-ups grew up. The total site area of these incubators is more than 65 million square meters in Chinese mainland.
7
Incubators in China - a state controlled mechanical The rapid development of incubators in China is mainly attribute to the guidance of Chinese government and favorable policies. Chinese government advocated to build an innovation-oriented country in 2006, launched China’s “National Medium- and Long-Term Plan for the Development of Science and Technology (2006-2020) ” (MLP), which focusing on the philosophy of “indigenous innovation”. Sep-2014Prime Minister Li Keqiang delivered a speech on Davos Forum. Jan-2015Prime Minister Li Keqiang promoted the concept of "Maker" when he visit Shenzhen. Mar-2015Directive from the State Council on innovation participative, entrepreneurship and mass innovation. May-2015Prime Minister Li Keqiang visited Z-Innoway in Zhong GuanCun where located 600 start-ups and valued around RMB 1.7 billion) Jun-2015State Council published a guide (Entrepreneurship and Mass Innovation) with 96 directions for stimulation.

Rationales- Growth & Power To sustain growth in China’s innovation is imperative As two sources of growth - labor force expansion and heavy capital investment fade, innovation will need to contribute up to half of GDP growth by 2025, or $3 trillion to $5 trillion in value per year. Opportunities to create value of $1 trillion to $2.2 trillion per year in 2025 through innovations to expand and raise the productivity of the service sector and further improve manufacturing efficiency through digitization. (MGI China) The extent to which China is an innovative economy is the topic of an on-going debate in scholarly and practitioner circles. To become the world innovation leader (Soft Power) From made in China to copied and innovated in China to created and invented in China. Conscience of the delays accumulated by China in its scientific development, Desire of the universities to weave international relations and to improve their level, Will to attract in China cutting-edge projects as well as scientists and entrepreneurs.
9
Rationales - sociology & hi-tech change Sociological changes Chinese language seen for centuries as a burden to development proves its efficiency, China is already a very advanced country in terms of digitalization. The innovative - collaborative sectors fit perfectly with the traditional networking way. Lack of attractiveness of the large traditional companies for young and creative spirits, Techies don’t want jobs at Apple or Google—they want to build the next Apple or Google. Young’s aspiration toward working in a multi-cultural environment (specially the haigui). Hi-Tech Rush and E-commerce Surge The success of large copycat firms (the big dragons) paved the way for “little dragons” Creative, upstart Web 2.0 firms emerged in the late ’00s. E-commerce has known an unprecedented surge in China with more than 500 millions users. Peer to peer – collaborative economy, … open opportunities for innovation in services.
10
To Understand the Challenges Political direction: Numerical economy, industry 4.0, Made in China 2025, Route of Silk, the Chinese Dream…. A State control Large Chinese companies: In need of external creativity but capacity to finance, integrate, test and develop with speed, flexibility and in mass, new innovating concepts. Chinese investors: lower profitability of the traditional tools (real estate, stock market), strong incentive to finance the innovating systems and to go global. Universities and research centers: installation of means and impressive structures to support the innovation. To find creativity on the globalized academic world through large structuring programs, cooperation and creation of Campus abroad. Startups, incubators, accelerators, innovation parks, makers, etc… Premier on a world but still often in closed vase. Initiatives gathering investors, universities, companies, municipalities in order to attract international innovation.
