2 Summary of the Problem Truckers needing to stop driving – particularly at night – have difficulty finding unoccupied parking spaces. Several studies concluded there are frequently sufficient parking spaces – truckers simply cannot find them. Current problem adversely impacts: Safety, Congestion, Fuel usage, and Driver and carrier performance.

3 Background I-95 Corridor Coalition: Consortium of transportation agencies, toll authorities, and related organizations. 16 states, District of Columbia, and 2 Canadian provinces. Forum for decision- and policy-makers to address common transportation issues. Research and demonstrate innovative technologies and operational solutions. FHWA grant awarded to the Coalition to research and demonstrate a truck parking availability system. Kapsch TrafficCom Transportation is the support contractor to the Coalition for the study. Eight states are active sponsors of the Coalition project. Demonstration sites are being established in two states: Maryland and Virginia.

4 I-95 Truck Parking Project Objectives 1. Demonstrate proof-of-concept to show: Technology can accurately identify available parking spaces. Parking information can be communicated to drivers in a safe, timely, useful, and efficient fashion. 2. Demonstrate feasibility of the system concept in limited deployments in MD and VA. 3. Develop an approach that can be replicated and expanded by states beyond the pilot deployment.

5 System Overview Multiple technologies and approaches were considered and extensively field-tested: Ultimately in-pavement sensors were selected. System utilizes a space-by-space monitoring approach. Pole-mounted PTZ cameras validate sensor information and monitor lot conditions. Three modules comprise the Coalition system: Data-Collection, Data-Integration, and Data-Dissemination. Data Collection Data Integration IVR Telephone System Truck Parking Website Data Dissemination

6 System Demonstration During the demonstration period, parking data is available via: Truck parking website. IVR telephone system (with automatic call-back feature). Continuously-generated external data feed. Coalition system is a true “production-level” system: Includes both front- and back-end components. Designed to support a significant volume of web and telephone traffic simultaneously hitting the system, and is expandable. System is linked to Kapsch O&M Centers. “Tiered rollout” of system: Tier I – At two lots in Virginia and Maryland. Tier II – At several additional locations in Virginia.

7 Project Status System deployed, configured, integrated with host system, and extensively tested at two Tier I locations: I-95 Ladysmith Rest Area, Northbound, Caroline County, VA (40 parking spaces). I-95 Welcome Center, Northbound, Laurel, MD (22 parking spaces). System components and communications are fully functional. Tier I system successfully launched in Nov 2015. Conducting stakeholder outreach to test the system and gather feedback.

8 System Development Principles The truck parking technology system meets the development principles outlined in the original concept: Safe Accurate Timely and reliable Seamless and interoperable Without cost to users Modular Flexible and adaptable Scalable to different lot sizes and configurations Minimalistic (modest parking lot footprint)

10 Next Steps Complete assessment of Tier I performance. Expand pilot locations in Tier II. Assess Tier II performance. Link system to other in-vehicle information dissemination options (e.g., mobile apps). Define approach for on-going expansion, operation, and maintenance of the system beyond the demonstration period.
