3 Background on the SAH Project Santa Ana Heights is in a County redevelopment (RDA) project area due to blight from John Wayne Airport. SAH has a Project Advisory Committee (PAC) that advises the County Board of Supervisors on community interests and needs. PAC asked that RDA dollars be used to purchase and renovate/reconstruct the YMCA at 2300 University Avenue. In 2003, County Board agreed to allocate $11.5 million total for the Project ($4 million to purchase, $7.5 to renovate) IF City would own and manage the facility as a regional recreational center. The City and the Board have a written agreement (approved by City Council) to this effect. Two different surveys were done – one by City, one by Y – to prepare for the design phase of the Project. City, PAC, and Y spent much of 2004 and 2005 designing the facility.

17 YMCA Aquatic Facility Needs The YMCA needs the following aquatic facility to continue to serve current clientele and be able to expand programming in the future: Larger pool than the current 25y x 14y pool, preferably a 25y x 30m pool or 25y by 35m pool, which would more than double size of the current pool from 6 lanes to 12-14 lanes. 19 City Recreation Program Philosophy City Ordinance #97-8 directs us to cover 85% of the cost of providing most of our recreation programs including aquatic services through direct user fees.
