1 CEN and ISO Standards on equipment for plant/crop protection
Tom Bals Member of CEN/TC 144/WG3 and ISO/TC 23/SC 6 (also BSI AGE 15 and ASABE PM 23)

2 Regulation on plant protection equipment: the European context

3 Regulation on plant protection equipment
Safety Machinery Directive In place since 1995 Revised version in place since January 2010 Directive 2006/42/CE (replacing 98/37/EC), amended by 2009/127/EC Environment National regulations New European regulations Thematic strategy on sustainable use of pesticides Road travelling rules National regulation

4 Thematic strategy on sustainable use of pesticides
Machinery Directive amendment (2009/127/EC) Plant protection equipment – covers safety to the operator of new machines Directive on sustainable use of pesticides (2009/128/EC) Includes environmental protection requirements for new plant protection equipment Includes the inspection of plant protection equipment in use

5 Implementation of European Directives on plant protection equipment

6 The new approach European Directives “old approach”
They set: Objectives Solutions Methods of verification European Directives “new approach” They set only objectives called “essential requirements” Reference can be made to European harmonised Standards as a means of compliance

7 European (EN) Standards
Developed by CEN CEN TC 144 is the technical committee for tractors and agricultural machinery Within TC 144, WG3 (mobile machines) covers plant protection equipment Members of the WGs are national voluntary experts (equipment manufacturers, technical institutes and laboratories, authorities, etc. nominated by their National Standardisation Body - BSI in the case of the UK – although BSI activity in this area is run by Keith and Lesley Hawken of AEA) EN Standards can be developed in cooperation with the International Standards Organisation, ISO (via the Vienna agreement) – under the lead of CEN or ISO

8 EN harmonised Standards
Developed by CEN to support a European Directive Published in the Official Journal of the EU Conformity with a harmonised standard gives a presumption of conformity to the corresponding Directive Directive → essential requirements Harmonised Standard → functional or technical requirements

9 Example: sprayer cleaning
Amendment to Machinery Directive → Essential requirements “The machinery must be designed and constructed to allow its easy and thorough cleaning without contamination of the environment” EN ISO Standard Technical requirements Roughness of internal walls of the main tank Rinsing tank Device for the internal rinsing of the main tank Residual volume Dilution of the residual volume Instruction manual

10 Harmonised European Standards developed to demonstrate conformity with the Sustainable Use Directive (SUD)

11 SUD: new sprayers Design and performance requirements EN ISO 16119
Part I: General (published) Part II: Horizontal boom sprayers (published) NB Includes droplegs, etc. Part III: Sprayers for bush and tree crops (published) Part IV: Fixed and semi-mobile sprayers (published) NB Covers trolley sprayers, etc. Part V: Aerial sprayers (led by ISO – in preparation) EN ISO Knapsack sprayers (led by ISO) Part I: Safety and environmental requirements (published) Part II: Test methods (published) EN ISO Knapsack combustion engine mistblowers (led by ISO - to be revised) Other parts required for other portable sprayers, foggers, train sprayers, etc.

12 SUD: Inspection of sprayers in use
Requirements and test methods for inspection EN ISO 16122 Part I: General (published) Part II: Horizontal boom sprayers (published) Part III: Sprayers for bush and tree crops (published) Part IV: Fixed and semi-mobile sprayers (published) Part V: Aerial sprayers (led by ISO - in preparation) EN ISO – Part III Knapsack sprayers (led by ISO - in preparation) Other parts required for knapsack mistblowers, other portable sprayers, foggers, train sprayers, etc.

15 Conclusions: EN harmonised Standards which support the SUD have been published or are under development with respect to most vehicle- mounted sprayer types Standards are essential because they facilitate the implementation of regulation and contribute to harmonisation between countries Standards are also a tool which regulation can build on EN Standards generally refer to test methods defined by ISO Standards

16 International (ISO) Standards
EN Standards frequently refer to ISO Standards In general, EN Standards set performance limits and ISO Standards define test methods

17 ISO/TC23/SC6 “Standardisation of equipment for crop protection, pest control and liquid fertilisers” All types of plant protection equipment: Sprayers, granular applicators, etc. All types of sprayers: Portable sprayers (manually or engine driven) Horizontal boom sprayers and sprayers for bush and tree crops Mounted, towed and self-propelled machines Aerial sprayers Sprayers and sprayer components: Nozzles, anti-drip devices, manometers, filters, etc.

More demanding regulation New strategies for the use of pesticides Globalisation Representativeness Communication Organisation New work item prioritisation

33 ISO/TC 23/SC 6 Action Plan Vision, mission and values
Work program management Communication Globalisation Organisation

34 The mission “To develop high quality Standards that support global harmonisation in the field of plant protection equipment, including the safety of the operator and the environment.”

35 Work programme management
SC 6 scope “standardisation” of equipment for crop protection, pest control and liquid fertilizers” → SC 6 activities focussed on equipment Set up priorities Select and prioritise new projects to be launched Improve the process for assessing new projects Check list with 10 key points for the assessment of new projects: Scope Benefits for the user Support of regulation etc.

36 Communication / globalisation
Rotate SC 6 meetings regionally Coordinate the organisation of meetings Promote the organisation of web conference meetings Organise information and exchange meeting on application techniques

37 Conclusions: Sprayers will have in the future to comply with more and more demanding regulations with respect to environmental protection, operator safety and consumer issues International Standards provide essential support for regulation and global harmonisation – with countries such as US, China and Brazil now involved in ISO and using ISO (and sometimes even European) Standards ISO/TC 23/SC 6 is the best platform for the development of international high quality Standards in the field of plant protection equipment ISO/TC 23/SC 6 will in the future focus its strategy on effective work program management, reinforced communication and globalisation
