2 RFQ Process  City has taken a very different approach from the state  Not to find the highest bidder  Find the best Applicant  RFQ asks questions in 3 important areas  How will this impact the City and it’s public safety resources?  How will this help the City of Twin Falls and it’s image?  How will you accomplish the jump?

3 RFQ Responses  Most of the RFQ questions fall into first 2 categories:  How will it impact City?  How will it help the City?  Understandable since they are the items of biggest concern  Applicants have either replied with detailed plans of their own  Or like us intent to hire a professional event management company  All of this is moot without a viable plan to make the jump

4 Jump Description  All applicants, without exception, have the same basic plan:  Launch from the South Rim of the Snake River Canyon  Rocket powered flight to a safe altitude  Climbing through controlled airspace  Deploying a parachute or parachutes  Landing on North side of canyon  This is exactly the same plan as Evel Knievel’s jump

5 Jump Requirements  To do this stunt the following is required:  Launch site  Rocket to get to Altitude  FAA approvals, waiver, or exemption  Parachute recovery system(s)  Landing area for Jumper and/or vehicle  With exception of Big Ed, at this time can not use State land

7 The Launch Site  Historic Knievel Launch site  Launch Ramp  Similar in size  Positive Rail Guidance

8 The Rocket  Rocket designed the way Knievel would have built it today  Solid Rocket motor  More Reliable  More powerful  Lighter  Composite Construction  Aerodynamic control surfaces

9 Design Testing  Our team has already begun sub-scale proof of concept model testing  The design uses proven technologies  We don’t need to ‘invent’ anything

10 The Airspace  Everyone is planning on flying through Class E Airspace  Starts 700’ above canyon floor (200’ above rim over canyon)  Only Adrenaline Nation and one other applicant has contacted Boise FAA Flight Standards District Office (FSDO)  The office with jurisdiction over the jump airspace

11 The Parachute  Ram Air Parachute  Reliable  Glide long distances  Land softly  Pilot Scott Smith has over 12,000 ram-air jumps

12 Design Expertise  Design team includes engineers experienced deploying ram- air recovery systems in horizontal flight

13 The Landing Area  We are the only applicant that doesn’t require Idaho State Endowment Trust Land to do the stunt.  In the canyon is part of state land  Landing a jump vehicle on State land with or without the pilot requires approval of State and/or Ed Beckley X

14 FAA  Federal Air Regulations (FAR) Section 1.1, page 1, definitions…  Aircraft means a device that is used or intended to be used for flight in the air  Every applicant, WITHOUT EXCEPTION, by the definitions in the FARs, is planning on flying a manned, rocket-powered aircraft flight, though FAA controlled airspace  The FAA, not the respondents to this RFQ, will determine what if any certifications and/or authorizations will be required  The FAA will make that determination when plans are submitted

15 FAA Certification  We are planning to get an FAA Special Airworthiness Certificate in the Experimental Category for the purpose of Exhibition in Group 6, as a Rocket Powered Aircraft.  We believe all applicants proposals will fall in this category and require the same certification, whether or not they have some type of motorcycle as part of their vehicle  The FAA Office of Commercial Space Flight has informed one applicant he will not require a Commercial Space Launch License. This does not exempt him from getting required approvals from the Boise FSDO  We have already started drafting our Program Letter to submit to the Boise FSDO and are confident we will receive the required certifications and authorizations to do the jump September 8 th, 2014

16 Spectators  Everyone agrees Spectators will be good for the event  Spectators are not required for a viable jump  However a viable jump plan is required to have spectators Evel Knievel900,000 Live viewers via CCTV 20,000,000 on Wide World of Sports 20,000 live spectators Nik Walenda12,000,000+ Live viewers on Discovery200 live spectators Felix Baumgartner 8,000,000+ Live viewers on YouTube 300,000,000+ online viewers after event 0 live spectators

17  Adrenaline Nation is the only applicant that doesn’t require State land to do the stunt  The only other bidders with landing areas dream of inventing flying motorcycles to cross the canyon  Adrenaline Nation has a REAL plan based on proven designs and technology to accomplish the jump.

18  The State of Idaho awarded their lease to the bidder that offered the most to the state without any regard to whether they could accomplish the stunt.  We trust the City of Twin Falls won’t make the same mistake and will choose a team with a viable plan to successfully accomplish Knievel’s stunt and fly a rocket across the canyon to a safe parachute landing.
