4 The good and bad? Good things these 3 governors did Northern Business Tax breaks to businesses Lowered land tax Bad things these 3 governors did -Cut education -Not help farmers -No social programs (hospitals, prisons )

5 Convict Lease System People were put in jail for not paying bills. Convicts were leased out to businesses in exchange for housing, food, shelter, and medical needs met. MANY DIED! TOOK JOBS! William and Rebecca Felton opposed
