6 Session 1 – Data access and information governance Methods to prevent disclosure Table Redesign: group categories together to remove small numbers aggregate to higher level geography aggregate across a longer time period Primary Suppression: remove small values, typically <5, and replace with special character, e.g. “x” Secondary Suppression: removal of values from additional cells to protect primary suppression being derived by subtraction from totals Rounding: adjusting values in all cells in a table to a specified base 6 Session 5 – Information Governance South East Public Health Intelligence Analyst Training, Day 2, 11th February 2016

7 Session 1 – Data access and information governance Confidentiality matters Example: A table of statistics for psychiatric services at a hospital shows admissions by single years of age, and diagnosis. Attribute disclosure has occurred if someone, who knows their neighbour was admitted for such services, discovers from the statistic that they are schizophrenic Example: A woman told her husband that she had a termination on certain grounds, but a table of health statistics contains a zero in this cell and therefore reveals that this did not occur 7 Session 5 – Information Governance South East Public Health Intelligence Analyst Training, Day 2, 11th February 2016
