4 Project Objectives The overall objective: Poverty reduction in the context of sustainable development, including the pursuit of the health related MDGs

5 Project Objectives Specific Objective: T o empower non-state actors to address regional and social disparities in mother and child health, nutrition and family planning through health related poverty reduction initiatives targeting populations and geographic areas that are out of reach of development mainstream and excluded from policy-making processes.

6 Focal Sector 1.Health sector 2.Specific target: Safe motherhood Integrated with: 1.Nutrition 2.Family planning.

7 Geographic Criteria 1.Arid and Semi Arid Lands (ASAL) ONLY 2.Action either in one county as a whole 3.In one whole district in one county, 4.In more whole districts in one county 5.Without overlapping actions with the other NSAs applicants 6.NOT more than one county or a part of a district.

8 Expected Results/Actions - 1 1.Child and maternal mortality ratios reduced 2.Nutrition status of mothers, newborn and children under five years improved 3.Family planning uptake improved 4.Capacities of health-care delivery systems improved

10 Cross cutting themes To be mainstreamed where relevant: - Gender equality - Human rights - Children’s and older people’s rights - Rights of persons with disabilities - Environment and climate change - Fight against HIV/AIDS

13 Beneficiary and partner: Necessary for the implementation of the action Indicated in the budget Identifiable and verifiable Be reasonable (economy and efficiency) Incurred during the implementation of the action (exceptions: final reports and expenditure verification) Eligible Costs

14 Direct costs: 1) Costs of staff, including per diems 2) travel 3) purchase or rental of equipment, 4) Local office 5) Other costs and services, 6) Other 7) Contingencies 8) Administrative cost (7%). Eligible Costs - 1

15 Indirect costs: max. 7% of total eligible costs Taxes including VAT will only be accepted when the Beneficiary or, partners can show it cannot reclaim them Only budget estimate to be provided at this stage Eligible Costs - 2

17 1.Maximum amount available is EUR 10 M 5 M committed and 5 M suspended 2.Size of individual grants: –Minimum amount: € 500,000 –Maximum amount: € 1,000,000 Budget-1

18 Amounts of co-finance: NSA from Kenya: a Minimum of10% NSA from EU MS: a Minimum of 25% All NSAs: a Maximum of 50% Contributions in-kind are not co-financing. Budget -2

19 Project period Duration of the action: - Minimum period: 24 months - Maximum period: 60 months

20 Timeline - 1 Call launched 31 January Information Meeting 14 February Deadline asking clarification24 February Deadline giving responses 5 March Deadline for submission 20 March

21 Timeline - 2 1.The deadline for submission of concept notes is 20 March 2012: - Hand delivery: 16:30 hrs local time - Post/courier: date of dispatch, postmark or date of deposit slip 2.Applications submitted late are automatically rejected

22 Eligibility -1 Applicant: Who may apply? - Legal persons - Non profit making -Nationals of Kenya or EU MS - Local NSA: registered at least 2 yrs - EU NSA : registered at least 3 yrs - Partnership - Local NSA : minimum 1 local partner - EU NSA : minimum 2 local partners

23 Eligibility - 2 Eligibility of Partners: - NSA: must satisfy same criteria as applicant Eligibility of others : Associates: do not have to meet the same eligibility criteria as applicants and partners. Sub-contractors: are subject to procurement rules set out in Annex IV.

25 Process of selection The EU declared a crisis situation in the ASAL lands of Kenya Use of more flexible procedures to award grant contracts.

26 Process of selection The call is restricted: 1.Submit a concept note The selection will be done on the basis of the evaluation of the concept note 2.Wait for invitation to submit full application Full application still subject to minimum scoring
