2 Traditional School District State Funding Mechanism

3 District State Funding Mechanism Foundation formula funding is a joint effort by the state and the district State sets the calculation and distribution parameters such as the per-pupil amounts and the state/district share of the funding and calculation methodology pursuant to provisions of Am. Sub. H. B. 64

4 District State Funding Mechanism State foundation funding is comprised of various components aimed at serving various student populations State foundation funding amounts to the sum total of a number of funding components

5 District State Funding Mechanism Prior to the calculation of each funding component certain distribution parameters have to be established The most relevant of these parameters is the ‘State Share Index’ which serves to equalize the funding distribution based on the wealth of the school district

6 District State Funding Mechanism State Share Index [Sec. 3317.017]: The calculation of this measure is a function of a wealth index that is calculated based on two measures of: 1.Valuation Index [Sec. 3317.017(A) & (E)] 2.Income Index [Sec. 3317.017(B)]

8 The steps involved in the calculation of valuation index are as follows:

9 1 For each district in FY16 and FY17 calculate a 3-year average valuation based on TY14, TY13 and TY12 data Valuation Index Calculation

10 2 Calculate potential valuation by adding to the 3 year average valuation, TY14 exempt valuation Valuation Index Calculation

25 Targeted Assistance This funding is targeted to the lowest 490 school districts in terms of a wealth criterion that combines property wealth with the income of residents. Works similar to the old Parity Aid as the second tier of the foundation formula for districts with weaker tax bases. It is comprised of 2 tiers.

26 Tier 1 Targeted Assistance Sec. 3317.022(A)(2) & 3317.0217 1.Calculate a local wealth per current formula ADM measure by combining 3-year average valuation for the most recent 3 years per pupil with 3-year average federal adjusted gross income for the most recent 3 years per pupil at 50% strength each 2.Do calculation in #1 for the state as a whole

27 Tier 1 Targeted Assistance 3.Identify the district at 490 th position on the local wealth spectrum as threshold 4.Also, calculate a new wealth index for each district by dividing the state measure (#2) by that of the district (#1)

28 Tier 1 Targeted Assistance The process of fund distribution is as follows: 1.For districts below threshold, obtain the difference between local wealth per pupil of threshold and that of the district 2.Apply to the difference obtained in #1 above 6 mills times the new wealth index 3.Multiply net formula ADM of the district by the amount calculated in #2 above [((threshold wealth per pupil) – (district wealth per pupil)) X 0.006 X (new wealth index)] X (net formula ADM) Where, Net formula ADM is formula ADM excluding 75% of brick and mortar community school students and 100% of students in e- schools and all scholarship students

29 Tier 2 Targeted Assistance Sec. 3317.022(A)(2) & 3317.0217 This is called Supplemental Targeted Assistance and it targets additional assistance to heavily agricultural districts

30 Tier 2 Targeted Assistance For this calculation real property values for the most recent 3 years will be used in each year to calculate the ratio of agricultural real values to all real values as follows: Agricultural Ratio= (3-year average agricultural valuation) / (3-year average of all real property valuation)

41 Gifted Funding 2.Gifted Funding calls for the calculation of: a.Gifted ADM which is the formula ADM less community and STEM school ADM b.Gifted Coordinator Funding which provides for an amount of funding for every 3,300 in gifted ADM with a minimum and maximum level of funding c.Gifted Intervention Specialist Funding which provides a level of funding for every 1,100 in gifted ADM with a minimum level of funding d.The level of funding is $37,370 in both FY16 and FY17

56 Transitional Guarantee Sec. 263.230(A) Each district is generally guaranteed to receive in each fiscal year at least the amount it received in the previous year in terms of total formula funding. The amount of the previous year that current year total funding is compared to is known as the Guarantee Base.
