2 Ministerul Fondurilor Europene The Sectoral Operational Programme Large Infrastructure 2014- 2020  The LIOP embraces significant investment needs in three sectors: transport, environment and energy.  Support for the Environment sector addresses the two directly related thematic objectives (TOs): –No. 5 promoting climate change adaptation, risk prevention and management –No. 6 protecting the environment and promoting resource efficiency  Financial allocation for the Environment sector - 4.199 billions (€) representing 37.58% of the LIOP allocation(EU Allocation = 2.89 bil.(€)

Supporting investment for adaptation to climate change, including eco- system based approaches SO 5.1. Mitigating the effects on the population and damage caused by natural phenomena associated with the main risks accentuated by climate change, mainly floods and coastal erosion Total allocation = 428.0 mil.(€) EU Allocation = 363.8 mil.(€) 5ii. Promoting investment to address specific risks, ensuring disaster resilience and developing disaster management systems SO 5.2. 6 Ministerul Fondurilor Europene The Ministry of European Funds is the Managing Authority for LIOP 2014- 2020. MEF will take over the function of MA for transport, environment and energy sector. The existing MAs (Transport and Environment OPs) have been fully transferred within the MEF structure so that the existing expertise to be further capitalized. 10 Ministerul Fondurilor Europene Intermediate Bodies for SOP ENV Intermediate Bodies are public organizations, financed from the state budget and directly subordinated to the MEF. Each IB will receive tasks regarding programming, monitoring, financial control and reporting on the basis of a Delegation agreement signed with MA.

12 Titlul proiectului subtitlu Ministerul Fondurilor Europene  The phasing process - involved a detailed analysis on the possibility of settlement of some components, without influencing the projects indicators, in order to limit the risk of having the not finalized/not completed projects at the end of the 2007-2013 programming period.  Contracts that are phased: –Works contracts (water and wastes sector) –Supply contracts – TA contracts  Total for phasing: 2.75 bil. Euro –first phase: 1.85 bil. Euro –second phase: 902 mil. Euro CONTEXT of the phasing process

16 Titlul proiectului subtitlu Ministerul Fondurilor Europene Measures to consider: measures for simplification, predictability and greater stability in the legal and regulatory environment; improving communications with beneficiaries - extension of the existing user network and further investment in better help- desk support. improving quality and simplifying the written guidance; continuing simplification of procedures of the MAs and IBs; further harmonizing requirements of various structures, eliminating overlapping and unnecessary checks.
