1 Local SWOT analysis: Internal factors positive factorsnegative factors Strengths/SWeaknesses/W Geographical position reflected by the proximity to the border of Romania and Hungary, generating major pole position for transit of goods and people; City with multicultural and multieducational traditions; Historic old town; City with significant international links; Inter-modal transport infrastructure uncorrelated centers at ensuring economic interconnectivity (networks and junctions, rail and air) with the vicinity of the European community;

2 Local SWOT analysis: Internal factors positive factorsnegative factors Strengths/SWeaknesses/W Market town with traditional meanings and therefore direct investment in recent years due to increased attractiveness of large positioning "retailers" in the commercial wholesale and retail; Well developed Banking services network; Good connectivity to European and national networks of roads, rail-roads and flights; Road traffic which "suffocates" the city, especially as regards the transit of goods and people, in the absence of detours to simultaneously create internal corridors of economic development, and small number of parking opportunities; Local Airport with limited international destinations; Manufacturing in major decline, focusing mainly on the existing road alignment of E60;

8 : Local SWOT analysis: External factors positive factorsnegative factors Opportunities/OThreats/T The existence of Oradea Metropolitan Area, as the engine of modernization and development of road networks, rail and air, enhancing waste management system, integrated public transport network, water supply system, sewerage and wastewater treatment, of integrated management of all services / public utilities; Lack of investment in road transport infrastructure, may create problems for road traffic and economic development in a reduced mode, uneven and inhomogeneous; Lack of a partnership program to support the SME sector can contribute to increased labor migration and / or increasing unemployment, depopulation effects;

9 : Local SWOT analysis: External factors positive factorsnegative factors Opportunities/OThreats/T Valuing geographical position by attracting direct foreign investment and present a viable bid for public and private services in the improved process; Investments in zonal road infrastructure of transport; Investments in water supply and sanitation; Investments in waste management; Investments in public transportation area; Lack of investment in urban regeneration, and especially in buildings with high architectural value and local symbols may result in loss of tourist attraction of the city, part of its cultural and historical past; In the absence of an international airport, network-wide visibility of business and tourism at European level is reduced, and networking with other "branded" cities can be significantly reduced, increasing the gap between;

10 : Local SWOT analysis: External factors positive factorsnegative factors Opportunities/OThreats/T Investment in real estate heritage conservation and enhancement of historical and architectural urban center; Investments and local budget allocations for the development of sport, recreation and leisure; Supporting the pubic-private partnerships in areas of public investment (overground and underground garages, residential and business buildings, etc.); In the absence of a clear-cut strategy on cross border tourism may decrease the attractiveness and the European future of the city; In the absence of recreation development projects of Crisul Repede river alignment and of forest sub-zones at the confluence of some neighboring communes, could lose the possibility of obtaining the status of a major tourist city;

In the absence of a development plan for a new road network is likely to congestion the transit traffic and has a direct effect on the environment and a loss of connectivity opportunities with national and European transport networks; Taxation
