2 2016/06/212 Drive down the instances of energy crime against Eskom by means of effective prevention, investigation and prosecution of such crimes. Coordinate crime prevention, detection and prosecution activities with related behavioural, social awareness and technical initiatives in order to maximise results. Ensure the maximum effective level of awareness, cooperation and support from government, law enforcement, prosecuting authorities as well as business and social stakeholders. Promote a legal and technical understanding of revenue crimes in law enforcement as well as in our courts and judicial system Promote the design and implementation of legislative solutions to network and revenue crime GSI OBJECTIVES

3 GSI INVESTIGATIVE (OPERATIONAL) ROLE Aside from its consultative and directive role, Group Security Investigations (GSI) maintains the following operational functions: To:- Investigate, or cause and direct the investigation of, incidents of Organised and Priority Crimes committed against Eskom Monitor crime trends and threats emerging from incidents and investigations and to advise on remedial action Ensure that crimes committed against Eskom are properly reported to, and properly received and considered by, law enforcement and prosecutorial authorities. 2016/06/213

6 LPU, COMMERCIAL AND AGRICULTURAL METERING FRAUD Fraud can result in this category can cause sever losses to Eskom Responsibility to detect fraud and investigate is the function of Revenue Protection (Operating Units) GSI will be involved where organised crime syndicates are identified or when specific investigation or project is required. 2016/06/216

7 7 Incidents constituting possible offences as described or defined in the Prevention of Organised Crime Act 121 of 1998 Incidents related to Eskom’s Network or Revenue and constituting possible offences as described or defined in the Prevention and Combating of Corrupt Activities Act 12 of 2004 Incidents constituting possible offences under any law relating to the illicit dealing in or possession of ferrous or non - ferrous metals, conductor or scrap – metal Incidents of possible Plant Tampering / Sabotage / Malicious Damage to Property (to components of supply network) / Arson Incidents of fraud / theft committed in relation to Eskom’s Network, Metering Array or Revenue. Incidents assigned to GSI by CE or Group Security Manager GSI INVESTIGATIVE MANDATE

8 2016/06/218 Any of the following offences insofar as they are committed by or against Eskom employees in relation to, or arising from, or ensuing from their employment, duties or position at Eskom: Blackmail or extortion Intimidation Assault with the intent to cause grievous bodily harm Armed Robbery Murder Any incident involving a fire – arm, ammunition and / or possible transgressions of the FCA or related statutory requirements.. 9 2016/06/219 The supplier should have adequate experience in the investigation of organised crime and other categories of crime listed in the scope. Provide evidence and references from existing or past customers/contracts and also mention some of the successes achieved. An in house investigative team of 15-20 investigators. The investigators should be properly qualified and have a good track record. Ability to lead high profile investigations Have access to proper crime intelligence network capability. Have an analytical capability Functional Investigative Capability Requirements

10 Use a proven case management system An in house legal team to assist the prosecutors. Must have regular engagement with SAPS and other government crime / intelligence authorities and have national operational footprint and capacity. Comprehensive monthly and quarterly report to the Eskom Group Security Investigations Manager 2016/06/2110
