Moving to sub regional commissioning We need: Health and wellbeing senior managers to understand how the arts can meet health and wellbeing outcomes Health and wellbeing commissioners to be aware of their responsibilities to support the third sector, and what the arts sector can deliver A greater understanding of commissioning processes and where the opportunities are to engage Increased capacity, understanding and skills in the arts sector Methodology for robust measurement of impact of arts and health Sustainability of arts and health practice

Moving to sub regional commissioning We are: Connecting at a strategic level, and championing arts and health – aiming to establish joint commissions with partners Bringing together commissioners: to deepen our understanding of processes & opportunities, their understanding of what the arts sector can offer Examining potential models that will help organisations to work together Further networking and development opportunities for practitioners Exploring industry & HE links - robust methodologies & evidence collection for any initial commissions Seeking sustainability from a balance of funding routes

The role of the strategic arts service Opportunities for the arts to draw down commissions and funds from other sectors Challenge may be greater for strategic rather than delivery services Key question: ‘How do we support the development of the sector to deliver?’ Emerging arts sector examples: Viva, South Yorkshire Arts Consortium Out of the Blue: creative opportunities for people with mental health needs in Kirklees

Challenges to arts sector: Lack of understanding of commissioning process Need to collaborate to meet scale of commissions Skills to write & deliver bids Tendering process can be extremely time consuming High levels of risk Full cost recovery models may make bids uncompetitive Shift in attitude from ‘right to grant funding’ to ‘providing public services’ Potential mission drift: commissioning vs. core delivery / service Way forward being explored… Short term: WCC as intermediary - up skilling delivery partners through action learning Mid to longer term: Consortia or CIC model (WCC gradually less integral) Care pathways & personal budgets, building to larger scale commissions The challenge to the arts sector
