Issues Very few claimants are entitled to 26 weeks of benefits, thanks to Nebraska’s somewhat harsh disqualifications The maximum number of weeks can also vary depending on prior income Low base period earnings usually means fewer weeks of benefits available disqualifications can take down the maximum benefit weeks to less than 10. Sometimes less than 2

Parameters Using UI wage match Claims filed in a previous quarter with no employer wages reported through wage match in the following quarter – will include more individuals than simply going after everyone at 27 weeks or greater. Localized info (Omaha Metro Area)

Info Received from UI Agreed to quarterly reports First report had 125 names Info included: Exhaustion of UI benefits (Yes or NO). Contact Info (name, address, phone number home and cell) City, County, State Info Education Level (by grade) O-NetCode of last job Paid weeks of UI No email addresses (but we find these by cross referencing with another system – Neworks) Manual info/staff time required: We checked the wage file and New Hires on each one. No one is back to work, at least according to our systems. We also made sure that none of the people on the list are in Approved Training or have a recall date with an employer or are union attached. Since we don’t have a direct match with the wage file or New Hires in the Data Warehouse, we can’t really schedule this to run automatically. However, we have most of the core information. We can provide a listing like this to you quarterly, since it involves some staff time.

Neworks Data State’s MIS system for most programs (WIOA, Trade, Grants,) State’s labor exchange UI required all recipients to post an active resume on Neworks and actively job search Utilize in house data search to approximate when job seekers (both UI recipients and others) may have been out of work for close to 27 weeks. (doesn’t always work as many don’t update jobs in system).

NEres Program in place for last 14 months UI Profiling requirements Orientations at NDOL offices Inclusion of info about our program Launching requirement for all UI recipients beginning next week (first state) Statewide Training of staff took place two weeks, we presented info about our program and will be partnering with this program as we go forward.

Pulled Data to Present Generalized Participant Profile Data for Partners Using UI Data and Neres workshop data, we present generalized info to partners. 54% of the sample group with Associates Degrees completed programs relevant/transferable to an IT program curriculum (Business, I.T., Gen-Ed, etc.). 64% for the sample group with Bachelor Degrees. 60% for the sample group with graduate and post- graduate degrees Source: NEworks Region 7 Participants as of 5-11-2015

Additionally Participant Data Additional Notes: 49% male. 51% female. 11% of the long- term unemployed sampled in the Omaha-Metro area are veterans. Source: NEworks Region 7 Participants as of 5-11-2015

How to make it happen Contact them Sharing of info Look for outreach programs

Going Forward with Partnership Looking at underemployed individuals who lost a job during the great recession Looking to potentially reach out to individuals who received extended unemployment benefits during this period after cross referencing info available in MIS system to find potentially underemployed info.
